(909)413-2303 The contractor shall furnish all hardware, software,
proprietary system cabling, repair parts kits, spare assemblies,
extender boards, drawing documentation, repair manuals, operation
manuals, training, support, ancillary equipment, and installation to
provide a Digital Audio Storage and Automation System to the Armed
Forces Radio and Television Service-Broadcast Center (AFRTS-BC) located
at March Air Reserve Base (March ARB), California. The Digital Audio
Storage and Automation System (hereafter referred to as The System)
shall initially control twelve separate formats, but must be capable of
expansion to meet future requirements via compatible control units. All
formats running on The System shall be controlled by industry standard
"triggers" or dry relay contact closures provided by both a satellite
music provider and/or external automation controller, i.e. general
purpose interface( GPI) control of the Government owned Alamar Master
Radio Automation System. All formats must be capable of providing
industry standard "triggers" or dry relay contact closures to tone
encoders to produce tone for control of other automation systems in the
AFRTS network. The contractor shall provide a commercial off-the-shelf
system, or a system comprised of commercial off-the-shelf components
which meet the government minimum needs. The contractor shall deliver
a minimum of seventeen workstations, central storage redundant file
servers, subject to differences in contractors approach to the
requirements of the statement of work, and any necessary hardware and
software for installation. Each of the twelve On-Air format will have
its own workstation. In addition, the System shall include four
production workstations and one system administrator work station. All
workstations shall be capable of accessing the System's central
storage drives and/or server to control all system functions. The
system administrator workstation shall have an external 56 Kbps or
faster modem for external control of the System, installation of
manufacturer's system software upgrades and remote system
troubleshooting. Central server units shall be configured to record and
store broadcast audio materials to include but not limited to: Public
Service Announcements (PSA), and DoD announcements, news and news
features; liners; and DJ announcements onto computer hard drives. The
servers will, on command, be capable of playback of individual audio
files from the storage drives. The System shall provide an integrated
traffic system for scheduling of announcements. It shall employ
internal software and/or hardware methodologies that provide for
automatic file selection for play to air from the AFRTS-BC inventory.
The System shall be configured with redundant servers. A tape drive
data backup system with a tape changer feature is required. The entire
system shall be interconnected via a 100Mbps local Area Network (LAN).
The Government will provide all ancillary audio and GPI control cabling
for the System inputs and outputs to a central demarcation point using
government provided cabling terminal blocks. The Contractor shall
provide the audio and GPI control cabling from the System connectors to
the central demarcation point terminal blocks. The Contractor shall
install the System LAN cabling within the AFRTS-BC facility based on
government-provided drawings showing system unit locations. The
Contractor will install and integrate all components of The System and
conduct on site acceptance testing and training. All requests for
