SIMULATION AND MODELING AND ASSOCIATED SUPPRESSION OF ENEMY AIR

Air Force Development Test Center, 36 ETS/EES is anticipating an award
of a sole-source, two year basic and three one year options,
firm-fixed-price contract to Ball Aerospace and Technologies
Corporation (BATC) Systems Engineering Operations, 9179 Aero Drive, San
Diego CA92123-2411, for engineering and analysis support for High-speed
Anti Radiation Missile Queued 6 Degree of Freedom (HARM Q6DOF) missile
simulation and modeling and associated Suppression of Enemy Air
Defenses (SEAD) test planning and analysis. The source must be
proficient in using the HARM Q6DOF Instruction Level Compiler missile
simulator to run HARM Block II/III/IIIA/IV/V missile simulations,
building Q6DOF Event Description Language (EDL) input files, using
CAEWS and various data sources (EWIR. EPL, Sunshine, CIS AA, etc.) to
determine the threat operating characteristics into usable EDL input
files, using the standard Q6DOF data output files and 53rd Wing
developed data extraction programs to analyze HARM performance,
buildingHARM Block II/III/IIIA/IV/V avionics handoffs in accordance
with avionics (F-16/LAP Phase 2 and 3, HARM Targeting System)
capabilities and limitations, and maintaining the 53rd Wing developed
VAX/DCL and FORTRAN programs used to process Q6DOF data and e able to
modify them as required. The source must be proficient using F-16 MUX,
Aircraft/Launcher Interface Computer handoff words (ALIC HOW) and
status reports, and HARM telemetry data to analyze F-16/HARM flight
test performance. The source must have a working knowledge of HARM and
ALIC detailed designs in order to review design changes and recommend
the best approach to meet operators' needs. The source must hold a
current Top Secret clearance with SCI access. Responses to this
synopsis must specifically address each of the screening criteria
listed above. BATC has and is currently participating in these
activities under contract to the U.S. Air Force. BATC can immediately
begin work and perform the desired tasks as a result of their past and
current involvement with the 53rd Test Wing HARM simulation, modeling
and test planning efforts. A twenty-four month period of performance
is anticipated with the potential for three additional one year
options. Annual effort each year is one person-year. This contractual
action is expected to be executed using "Other Than Full and Open
Competition" procedures pursuant to FAR 6.301-1. Firms having

notice will not be notified of the results of the evaluation of
information submitted. This synopsis is for information and planning
purposes only, does not constitute aRequest For Proposal (RFP), and is
not to be construed as a commitment by the Government. After
statements of capability have been screened, a solicitation will be
issued to those prospective sources who, in the sole judgment of the
purchasing activity, have the potential of successfully fulfilling the
requirements of the planned contract. This requirement may be pursued
sole source if the Air Force determines that only one source is
capable of satisfying the requirements. Response to this synopsis must
be received no later than 15 days after publication in the Commerce
