Materials Science and Technology Division, of the U.S. Army
Construction Engineering Research Laboratories (USACERL), requires
Services to Provide the Installation of Water Seepage Controls in
Concrete Structures using Electro-Osmotic Pulse (EOP) Technology, in
the Chemical Transfer Facility (Building E382), at Aberdeen Proving
Grounds, Maryland. USACERL proposes to award a contract to Drytronic,
Incorporated, a small business based out of Janesville, Wisconsin,
under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1 for
services available from a source that demonstrates a unique capability
to provide the research services proposed. Request for Proposal (RFP)
DACA88-98-R-0002 will be issued on or about 17 November 1997, with a
closing date on or about 29 December 1997. The Government intends to
solicit and negotiate the proposed contract action with only one source
under the authority of FAR 6.302. Interested persons may identify their
