is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. II. This solicitation number
MDA220-98-R-0016 is issued as a request for proposal (RFP). III. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAC) 97-2. IV. N/A. V.
A list of contract line item number(s) is as follows: CLIN 0001;
DESCRIPTION -- 30 TON portable floor mounted air conditioning units
(PFACS); QTY -- 10; UNIT OF MEASURE -- EA; UNIT PRICE -- ; and TOTAL --
. VI. The proposed acquisition is to purchase 10 Thirty TON portable
floor mounted air conditioning units to replace existing air equipment.
The unit shall be capable of at least 400 total cooling Mbtuh (British
Thermal Unit Hours) output at elevation 5,500 feet above sea level
with 42 degree entering cooling water, 52 degree leaving cooling water,
86 gallons per minute cooling water flow. Unit shall be ISO 9001
certified. Motors shall be premium efficiency rated per National
Electrical Manufacturers' Association with minimum bearing life of
100,000 hours. Unit shall have removable filters. Filters shall be
rated not less than 20% efficiency based on American Society of
Refrigeration and Air-conditioning Engineers standard 52-76. Unit shall
have a display panel that allows the user to view and set the following
features: Temperature setpoints and current room temperature, humidity
setpoints and current room humidity, alarm setpoints, unit run time.
Unit shall have audible and visual alarms: High temperature, low
temperature, high humidity, low humidity, main fan overload, humidifier
problem, change filter, loss of air flow, loss of power, loss of water
flow. Unit controls shall calculate the moisture content in the room
and prevent unnecessary humidification and dehumidification. Unit
controls shall be password protected or lockable to prevent
unauthorized adjustments. Unit shall provide automatic restart after
power failure with adjustable time delay. Unit shall have automatic
flush cycles of its chilled and hot water coils to prevent corrosion
buildup. Unit shall have the following control parameters: temperature
setpoint range from 65 to 75 degrees adjustable in at least one degree
increments. Humidity setpoint range from 20 to 80 percent relative
humidity adjustable in at least one percent increments. Unit's
humidifier shall have a capacity of at least 10 pound of water per hour
with automatic water feed. Unit's dehumidifier reheat coils shall have
a capacity of at least 50,000 BTU/HR. Unit shall have a three way
modulating valve which responses to room conditions. Unit's cooling
coils shall be copper tube with aluminum fins. The unit shall have a
variable speed drive to reduce energy consumption and meet Executive
Order 12902 requirements. The drive shall be able to vary motor speed
from at least 60 to 100 percent of rated speed and be automatically
