synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subparts 12.6 and 13.6, as supplemented with
additional information included in this notice. THIS ANNOUNCEMENT
CONSTITUTES THE ONLY SOLICITATION TO BE ISSUED; quotes are being
requested and NO FURTHER WRITTEN SOLICITATION WILL BE ISSUED. The
solicitation number for this Request for Quote is N00244-98-Q-5274 and
closes on 10/17/97, 4:00 p.m. pacific time. This solicitation and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 46. This solicitation is 100% set-aside for small
business. All items are in accordance with statement of work. Item
0001; Empty and clean bilge onboard USS Mckee or a sumbarine as
provided in SOW. QTY; 1500 gallons. Item 0002; Hydroblast sanitary
drain lines onboard USS McKee or a submarine as provided in SOW; QTY;
1800 LF. Item 0003; Roto-Rooter, (snake), sanitary drain lines onboard
USS Mckee or a sumbarine as providedin SOW. QTY; 600 LF. Item 0004;
Fixed rate per gallon for transporting and disposal of hazardous
residiue. QTY: 50 gallons. Item 0005; Additional sample taking and
analysis of liquid suspected of being hazardous waste. Routine
processing. Qty: 5 each. Period of performance: Date of contract award
through 9/30/98 with one (1) option year period. Statement work: 1.(a)
Empty and clean sanitary.tank onboard a submarine or USS MCKEE (AS-41)
located pierside or outboard of another submarine at North, Middle or
South Pier of SUBASE San Diego, CA. Ship's force will provide access
to the tanks and assist the contractor with hook-up. Contractor must
supply at least 200 feet of hose. (b)Empty and clean sanitary tank
onboard a submarine located alongside USS MCKEE (AS-41) or in a
floating drydock ARCO, at North, Middle or South Piers of SUBASE San
Diego, CA. Ship' s force will provide access to the tanks and assist
the contractor with hook-up. Contractor must supply at least 400 feet
of hose. 2.(a) Empty and clean fuel tank onboard a submarine or USS
MCKEE (AS-41) located pierside or outboard of another submarine at
North, Middle or South Pier of SUBASE San Diego, CA. Ship's force will
provide access to the tanks and assist the contractor with hoop-up.
Contractor must supply at least 200 feet of hose. (b) Empty and clean
fuel tank onboard a submarine located along side USS MCKEE (AS-41) or
in a floating drydock ARCO at North, Middle or South Pier of SUBASE San
Diego, CA. Ship's force will provide access to the tanks and assist the
contractor with hook-up. Contractor must supply at least 400 feet of
hose. 3.(a) Empty and clean bilge onboard a submarine or USS MCKEE
(AS-41) located pierside or outboard of another submarine at North,
Middle or South Pier at SUBASE San Diego, CA. Ship's force will provide
access to the tanks and assist the contractor with hook-up. Contractor
must supply at least 200 feet of hose. (b)Empty and clean bilge
onboard a submarine located alongside USS MCKEE (AS-41) orin a floating
drydock ARCO at North, Middle or South Pier of SUBASE San Diego, CA.
Ship's force will provide access to the tanks and assist the contractor
with hook-up. Contractor must supply at least 400 feet of hose. 4.(a)
Hydroblast tanks/bilges/drain lines using 10,000 psi waterbilges
onboard a submarine or USS MCKEE (AS-41) located pierside or outboard
of another submarine at North, Middle or South Pier of SUBASE San
Diego, CA. Ship's force will provide access to the tanks/bilges/drain
lines and assist with hook-up. (b Hydroblast tanks/bilges/drain lines
using 10,000 psi waterbilgei-moored USS MCKEE (AS-41) or in floating
drydock ARCO at North, Middle or South Pier of SUBASE San Diego, CA.
Ship's force will provide access to the tanks/bilges/drain lines and
assist contractor with hook-up. 5.All tanks to be emptied shall be at
low suction unless otherwise directed by the ordering Officer.
6.Contractor's equipment must be manifested prior to commencing job and
inspected upon completion of job at Bldg 398 Naval Station 32nd Street.
Contractor is responsible for complying with all Federal, State and
local laws, codes ordinances and regulations in connection with
hazardous material in the performance of this contract. Hazardous waste
will be manifested in accordance with applicable regulations.
7.Contractor must employ U.S. citizens in the performance of this
contracted work since access to Naval vessels is required.
Additionally, contractor is required to provide an access list to the
receiving unit prior to performance for security purposes. This list
can be faxed to Ship's Planning Office, USS MCKEE at (619) 553-8648 or
delivered to the receiving unit. If the tank or bilge is in a
classified area (engine room), contractor will provide and assist
ship's force with necessary equipment to clean tank or bilge. Ship's
force will perform work in this case. 8. Contractor will provide
service within 24 hours of receipt of order. The following clauses and
provisions are applicable and hereby incorporated into the
solicitation by reference in lieu of being checked and will be provided
by the contracting officer in full text upon request. FAR 52.203-6,
