appearing on 04 Nov 97 was in error. The synopsis description should
read as follows: TARS is a podded reconnaissance sensor suite designed
for under-the-weather, medium to high threat, daytime imagery
collection. The mid-bay sensor of the TARS pod is to contain a USN/USMC
production EO sensor [ Medium Altitude Electro Optical (MAEO) sensor]
as recommended in the Report to Congress on Medium Altitude
Electro-Optical Sensor Requirements for the Theater Airborne
Reconnaissance System (TARS). The mid-bay sensor will be optimized for
the vertical and side/oblique axis. The mid-bay sensor's capability
requires National Imagery Interpretation Rating Scale (NIIRS) 5 from
30,000 feet slant range. Power, size, weight and cooling requirements
are as follows: 400W power, 4.5 cubic feet volume, 129 lb weight,
cooled by forced air. USAF requirements are for six (6) each MAEO
sensors for delivery to Lockheed Martin Fairchild Systems, Syosset, NY
on or before 31 Jan 1999. Additional TARS information is available
upon request. Mr. Michael S. Coalson has been appointed as Ombudsman to
hear concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters on individual
solicitations, please contact Stephen C. Davis at (937) 255-2973. When
requested the Ombudsman will maintain strict confidentiality as to the
