304/285-5883 THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL
ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS
SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS
ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; BIDS ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This
solicitation is issued as Request for Proposal No. RP98-002. This
procurement is being issued unrestricted. The Standard Industrial
Classification is 8734 with a size standard of $5 million in annual
receipts. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-46.
Furnish to the National Institute for Occupational Safety and Health
(NIOSH), 1095 Willowdale Road, Morgantown, WV one (1) job -- Embryo or
caesarian rederivation of 14 strains of pathogen free mice.
SPECIFICATIONS: The contractor will embryo or caesarian rederive 14
strains of mice at an AAALAC approved animal facility so that they are
free of the specific pathogens detailed below. Freedom from the
specific pathogens shall be confirmed for each strain by established
serologic techniques (ELISA and/or IFA for viruses), microbiologic
techniques (for most bacterial pathogens), and PCR (for Helicobacter
hepaticus and Helicobacter spp.). The mice shall then be shipped in
filtered containers so as to minimize the potential contamination
during shipment and so as to arrive alive and healthy within 48 hours
of shipment at the animal facility of the Health Effects Laboratory
Division of NIOSH in Morgantown, WV. At least 3 breeding pairs shall be
available per mouse strain. The strains are SENCAR, BJ.D2N (Ah-d),
B6J.AKR (Ah-d), B6J (Ah-d).C3H (Ah-b2/Ah-b2), B6J(Ah-d).MOLF(Ah-b3/Ah-
b3), D2J.B6J(Ah-b1), D2J.C3H(Ah-b2), C3H.D2(Ah-d), C3H.B6 (Ah-b1),
D2J.HRS (hr/+), SENCAR.Skh(hr/+), B6.129 (Ah-/-), B6.SV40 and Skh/hr-1.
The foundation mice to be provided by NIOSH are currently positive for
EDIM, Helicobacter hepaticus, Helicobacter bilis, Helicobacter spp,
and/or Pasturella pneumotropica. The rederived mice shall be
seronegative for the following murine pathogens: Sendai virus,
pneumonia virus of mice, mouse hepatitis virus, minute virus of mice,
GD-7, reovirus 3, Mycoplasma pulmonis, lymphocytic choriomeningitis
virus, ectromelia, K virus, polyoma virus, mouse adenovirus, epidemic
diarrhea of infant mice, mouse cytomegalovirus, Hantaan,
Encephalitozoon cuniculi, MTLV, cilia-associated respiratory bacilli,
and MPV. Cecal bacterial cultures will be negative for Salmonella sp.
Colon cultures shall be negative for Citrobacter freundii 4280, other
Citrobacter freundii, Klebsiella pneumoniae, Klebsiella oxytoca.
Respiratory tract cultures shall be negative for Corynebacterium
kutscheri, Mycoplasma pulmonis, Pasteurella multocida, Pasturella
pneumotropica, Pasturella sp., Streptococcus pneumoniae, Beta hemolytic
Streptococci Group B, Beta hemolytic Stretococci Group G, and Beta
Steptococci sp. The rederived mice shall be negative for ectoparasites
and endoparasites by direct examination and will have no evidence of
Helminth ova on fecal flotation. The rederived mice shall be negative
for enteric protozoa by a protozoa screen. The rederived mice shall be
negative by polymerase chain reaction for Helicobacter bilis,
Helicobacter hepaticus, and Helicobacter spp. The rederived mice shall
show no evidence of infectious disease by routine histopathologic
examination of the heart, lung, liver, spleen, kidneys, or any tissue
with gross lesions. The Government desires delivery in accordance with
the following schedule: Some rederived mice shall be provided to NIOSH
within three (3) months of NIOSH providing the foundation mice; and all
mice shall be rederived within six (6) months of NIOSH providing the
foundation mice. Offerors shall provide a written proposal which
discusses their quality control for testing and confirming rodents are
free of the specified pathogens. Evaluation Factors: To assure the
quality of the rederivation, the successful offeror must provide
evidence in their offer that their facility has operated an AAALAC
approved commercial animal facility for at least 10 years; has on-site
laboratory animal diagnostic capabilities; and has commercially
rederived laboratory mice for at least 5 years. Offers will be
evaluated for quality control and technical compliance with the stated
specification. In the evaluation process, technical proposals and cost
or price are of approximately equal importance. OFFERS SHALL BE
PROPOSED BASED ON F.O.B. DESTINATION (MORGANTOWN, WEST VIRGINIA).
Information provided with your offer must demonstrate your ability to
meet the specification or your offer may be rejected. The following FAR

WV 26505: (1) original and three copies of a completed SF 1449, signed
by an individual authorized to bind the organization; (2) Schedule of
Offered Supplies/Services containing pricing and description of
Contract Line Items (CLINs) required to meet specification; (3)
completed Representations and Certifications -- Commercial Items, FAR
52.212-3; (4) for evaluation purposes: a proposal demonstrating
compliance with all specifications; and (5) acknowledgment of
solicitation amendments, if any. Facsimile Bids are notauthorized.
Offers that fail to furnish the required information, or reject the
terms and conditions of the solicitation may be excluded from
consideration. Award of a one firm fixed-price contract is anticipated.
