SYNOPSIS@PHIL.FISC.NAVY.MIL. FISC Norfolk DET Philadelphia intends to
award a sole source contract to Template Software, Inc., 45365 Vintage
Park Plaza, Dulles, VA for software licenses, license maintenance,
product training and software support. This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; proposals are being requested and a written
solicitation will not be issued. The solicitation number is
N00140-98-Q-0072 and is being issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular No. 90-46. The
Government intends to solicit and negotiate on an other than full and
open competitive basis pursuant to FAR 6.302-1 with Template Software
since they are the only company that can provide the required software
licenses, maintenance, product training and software support. The
Naval Reserve Information Systems Office (NRISO), New Orleans requires
license maintenance, product training and software support for a
twelve month period of performance, starting 5 November 1997 through 4
November 1998. Template Software will provide formal, classroom
training on-site in New Orleans, LA. Two classes, for up to 13 students
each, will be conducted for Foundation Template, Workflow Template, Web
Component and System Management Template. The schedule for these
classes will be set-forth in the contract document. Additionally,
Template Software will provide mentoring and "on-the-job" training.
Software support is required in Dayton, Ohio for the first eight months
of the period of performance and the remainder of the support is
required in New Orleans, LA. The software support is required in
phases. The first phase is entitled, "Analysis", where Template is
required to perform analysis in the development of a Business Process
Model and a supporting Logical Data Model; identify application
interface requirements and processes; provide support in the
determination of a prototype software design and architecture. The
second phase is entitled, "System Set-up and Support", where Template
is required to load Template Software products on servers and to
support the integration of those products with the existing system; to
provide support in the design of relational databases and in the
creation of test data; provide system interface capabilities with Navy
corporate systems. The third phase is entitled, "Build and Test",
where Template is required to develop, integrate and test interfaces
with the existing system. Tests will include unit testing, integration
testing, and usability testing to validate process flows, workflow
processing, client/server processing, point-to-point server processing,
corporate system processing and database updates. The Government
(NRISO) requests the option to acquire 5048 additional licenses of
Foundation Template Unrestricted Run-time and 5048 licensesof Workflow
Template Run-time during the first contract year. Delivery of these
licenses is required in three phases and will be set forth in the
contract document. Further, NRISO requests the option for additional
year of license maintenance, the option for additional year of software
support service to be exercised in two month increments and the option
for another 5000 licenses of Workflow Template Run-time. Clauses and
Provisions -- The following FAR provisions apply to this solicitation
and are incorporated by reference: 52.212-1, Instructions to

following FAR clauses apply to this solicitation and the resultant
contract: 52.212-4, Contract Terms and Conditions-Commercial Items;
52.212-5, Contract Terms and Conditions Required to Implement Statutes
or Executive Orders-Commercial Items. The Contractor shall agree to
comply with the following FAR clauses, set forth in paragraph (b) of
FAR 52.212-5, which are being incorporated into the contract by
reference to implement provisions of law or Executive Orders applicable
to this acquisition: 52.203-6, Restrictions on Subcontractor Sales to
the Government, with Alternate I; 52.203-10, Price or Fee Adjustment
for Illegal or Improper Activity; 52.219-8, Utilization of Small
business Concerns and Small Disadvantaged Business Concerns; 52.222-26,
Equal Opportunity; 52.222-35, Affirmative Action for Handicapped

52.222-37, Employment Reports on Special Disabled Veterans and Veterans
of the Vietnam Era; 52.239-1, Privacy or Security Safeguards. The
following DFAR provisions and clauses apply to this
solicitation/contract and are incorporated by reference: DFAR
252.212-7000, Offeror Representations and Certifications-Commercial
Items; DFAR 252.212-7001, Contract Terms and Conditions Required to
Implement Statutes Applicable to Defense Acquisitions of Commercial
Items. The Contractor shall agree to comply with the following DFAR
clauses, set forth in paragraph (b) of DFAR 252.212-7001, which are
being incorporated into the contract by reference to implement
provisions of law or Executive Orders applicable to this acquisition:

Template is required to include a copy of the provisions at FAR
52.212-3 and DFAR 252.212-7000 with its quotation. Template's quotation
shall be submitted by facsimile to 215-697-9738 by 1:00, EST. on 3
November 1997. FISC Norfolk DET Philadelphia contemplates the award of
a firm fixed price, commercial item contract to Template Software,
Inc. Another responsible source may submit concise documentation for
consideration regarding their ability to provide the required products
and services, as well as financial and technical information; however,
no contract award will be made on the basis of this information
received. Further, the Navy will not pay for any information provided.
