x367 Demining Services, SIC Code 9721. This is not a solicitation
notice. This announcement is issued in order to locate potential
sources capable of developing a comprehensive demining country plan for
Eritrea, Ethiopia, Yemen, Jordan, and Egypt. Each plan must describe
the goals, objectives, measures of effectiveness, and end state.
Annexes must include, but not be limited to, command and control,
training plan and certification standards, logistics, potential use of
new demining technologies and techniques, budget forecasts, and force
protection. Each plan must cover three years and must be updated
annually. The contractor must develop, install, and maintain an
information management system for the overall demining effort in the
United States Central Command (USCENTCOM). The system must provide at
a minimum, accurate information about training statistics, demining
results from each of the countries where demining is taking place,
logistics information, and administrative information. The system must
be capable of providing specific information when queried. The system
must compliment current and projected information management systems
in use for the demining effort outside of USCENTCOM. The system must be
a stand alone system on computers connected to unclassified telephone
lines at USCENTCOM and must use software contained in the Microsoft
Office 97 suite or other Microsoft compatible software. The contractor
must provide a diagnostic examination of the Humanitarian Demining
Operation Geographic Information System (HDOGIS) currently installed on
computers in Eritrea and Ethiopia and provide a proposal identifying
repairs/problems and associated costs to repair. The contractor must
develop three viable options for potential logistical architectures and
include the advantages and disadvantages for each. The contractor must
implement the chosen option immediately after the Government makes a
decision on the preferred option. The architecture must, at a minimum,
be capable of determining and costing material, equipment, support,
and facility requirements for specific demining operations. It must
address innovative ways of procuring and shipping equipment and
materials as well as providing essential services to U.S. service
members and the Host Nation Demining Headquarters. The architecture
must be capable of tracking supplies ordered and/or shipped, and
providing specific data when queried. The contractor must input and
maintain the informaiton (databases) necessary to run the information
management system and logistics architecture. When necessary, the
contractor must purchase equipment, supplies, material, and services to
support the demining effort. When necessary, the contractor must lease
facilities, vehicles, and other supplies to support the demining
effort. The contractor must be capable of providing the following when
required: repair the HDOGIS system currently in Eritrea and Ethiopia,
purchase and ship military style ambulances, and provide Mine
Detecting Dog teams. The contractor must have at least 3 years
experience in planning, coordinating, and implementing demining
operations in third world countries. The contractor must have
experience in establishing demining information management systems and
experience with new and innovative demining technologies and
techniques in third world countries. The contractor must have
experience in international procurement and shipment of demining
