Laboratory/California Institute of Technology (JPL/Caltech) operating
under a prime contract with the National Aeronautics and Space
Administration (NASA), is seeking to establish a contract with a
commercial partner to assist in the development and operation of data
systems for Earth and Space Sciences. This partnership would enhance
JPL's capabilities for applying advanced information technologies to
airborne and spaceborne remote sensing data processing and data
management systems. The commercial partner (contractor) would be
responsible for supporting the development and operation of science
data analysis systems for selected JPL missions and flight experiments.
This would encompass numerous tasks involving the following categories:
(1) development of production-quality scientific algorithm software.
(Scientific algorithms are used to convert remote measurements to
geophysical or biophysical properties); (2) development and maintenance
of operational science data processing and data management systems; (3)
operations of science data processing and data management systems
including customer support; (4) routine science product quality
assurance; and (5) routine science mission planning support. JPL will
maintain an information exchange with interested organizations with the
intent of issuing a draft Request for Proposal (RFP) shortly. A revised
and final RFP will be issued in January, 1998. Interested organizations
