The Naval Research Laboratory (NRL) is seeking written quotes for forward thrust decoys, in which the tail/fuselage/payload housing must be made of G-10 fiberglass and in accordance with provided drawings. The initial requirement is for two (2) decoy assemblies. The fin ring on one assembly must be made from a carbon fiber composite and the second assembly fin ring must be made from G-10 fiberglass composite. The purpose of the design is for elastomeric tails which can be folded around the tail/fuselage/payload housing and loaded into a cylindrical aluminum canister and ejected. The tails must spring back to their original form. The fin ring tail piles must be integrated into the cylinder for increased bonding strength. The assembly must withstand an altitude of at least 1000 feet. The contractor shall test each of the two assemblies, complete with fin ring. The object of the test shall be to confirm which of the two assemblies have the highest strength, rigidity, flex and deformation characteristics. Upon completion of test, NRL will determine which prototype to fabricate by exercising an option. The option shall consist of twenty each. The assemblies shall be FOB destination, Naval Surface Warfare Center, Indian Head, MD 20640. Delivery of the initial prototype will be two months after date of award and the option may be exercised anytime up to five months after date of award. The anticipated award date is the December, 1997 timeframe. This procurement will be conducted on a 100% set aside basis for small business concerns.
