B-1B System Program Office, Attn: ASC/YDK. This CBD announcement
constitutes a Notice of Contract Action (NOCA). The B-1B System Program
Office (SPO), Aeronautical Systems Center, ASC/YD, announces the
Additional Conventional Bomb Module (ACBM) Program is being conducted
for the B-1B aircraft. The program consists of the engineering design,
test, and production of up to 6 new ten-carry Conventional Bomb
Modules (CBM) under the basic contract, and priced options for an
additional 8 CBMs under an option 1 and up to 37 CBMs under an option
2, as funds become available. The CBM is required to carry ten (10)
Cluster Bomb Units (CBU-87/-89/-97) or ten (10) Wind Corrected
Munitions Dispensers (WCMD) (CBU-103/-104/-105). The CBM is required to
be compatible with MIL-STD-1760 WCMD weapons and will be certified for
conventional weapon use only. The purpose of this synopsis is only to
update industry regarding the status of the B-1B Additional
Conventional Bomb Module (ACBM) Program. The Air Force is anticipating
awarding a contract in the first quarter of FY 98 to Boeing North
American Aircraft Division, Seal Beach, CA, using the authority of FAR
6.302-1(a)2(ii), "Only one responsible source and no other supplies or
services will satisfy agency requirements." An Ombudsman has been
established for this acquisition. The only purpose of the Ombudsman is
to receive and communicate serious concerns from potential offerors
when an offeror prefers not to use established channels to communicate
his/her concern during the proposal development phase of this
acquisition. Potential offerors should use established channels to
request information, pose questions, and voice concerns before
resorting to use of the Ombudsman. Potential offerors are invited to
contact ASC's Ombudsman, Mr. Michael S. Coalson, ASC/SYI, WPAFB, OH at
(937) 255-9279, ext. 232, with serious concerns only. Direct all
routine communication concerning this acquisition to Capt Thad
