Clark Tel: (410) 965-9465 The Social Security Administration (SSA) has
a requirement for management and technical reviews in support of the
Agency's Chief Financial Officer's (CFO) Act and Federal Managers'
Financial Integrity Act (FMFIA) activities. The contractor shall
perform reviews, conducted to audit standards, of SSA's security and
management controls and financial management systems. The contractor
shall provide sufficient information, evaluation, and conclusions as to
whether reasonable assurance can be provided by the Commissioner of SSA
that the Agency is in compliance with the requirements of FMFIA, the
Paperwork Reduction Act (PRA), the Paperwork Reduction Reauthorization
Act (PRRA), the Computer Security Act (CSA), and Office of Management
and Budget (OMB) Circulars A-123, A-127, and A-130. The contractor
shall determine if SSA's financial management systems comply with the
provisions of the Federal Financial Management Improvement Act (FFMIA)
in that they comply substantially with the federal financial
managementsystems requirements, applicable accounting standards, and
the U.S. Government Standard General Ledger at the transaction level.
The contractor shall conduct special studies or assessments, as
requested by SSA through separate task orders, of selected financial
management functions. The special studies or assessments will be
conducted to assist the CFO in the performance of his financial
management duties. Reports shall be required that specifically address
SSA's compliance with FFMIA, FMFIA, CSA, PRA and PRRA standards and
the assurances required by the OMB Circulars. The reports will identify
the weaknesses encountered relative to each and offer recommendations
for the elimination of the weakness or the enhancement of the general
control and operating environments. These services will be required for
a base period of one year and four one-year options. It is planned that
an RFP will be issued on or about December 19, 1997 with proposals due
30 days later. Parties interested in receiving a copy of this
