Abuse and Mental Health Services Administration (SAMHSA), Office of
Applied Studies (OAS), intends to negotiate and award a sole source
modification to an existing contract with Johnson, Bassin and Shaw,
Inc., 8630 Fenton Street, 12th Floor, Silver Spring, Maryland
20910-3803, to continue operation of the Drug Abuse Warning Network
(DAWN). The current DAWN system is operational in approximately 500
emergency rooms in 21 Primary Metropolitan Statistical Areas (PMSAs)
including a sample of hospitals outside of these PMSAs. Approximately
150 medical examiner and coroner offices also participate in the
system. The services required under this modification are to continue
central office and field operations to collect DAWN data. It is the
intent of SAMHSA to award a six month extension on Other Than Full and
Open Competition, consistent with Federal Acquisition Regulation
Section 6.302-1. The incumbent DAWN operations contractor has the
skill, knowledge base, equipment and manpower resources already in
place to continue the data collection and support field efforts for an
additional six months. This notice is publicized for information
