synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, the test program in FAR Subpart 13.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation; quotations are
being requested and written solicitation will not be issued!! 17(ii).
Solicitation Number DAAC89-98-T-0007 is issued as a Request for
Quotation!! 17(iii). This solicitation document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 90-46. 17(iv). This is a full and open procurement under SIC
3715, Truck Trailer!! 17(v). There are two (2) Contract Line Item
Numbers (CLINS). CLIN 0001, is Straddle Carrier Semi-Trailer, quantity
of two (2) each. CLIN 0002, is Operation and Maintenance Manuals,
quantity of two (2) each, Note Separately Priced Items!! 17(vi).
Description: Straddle Carrier Semi-Trailer, Carrier Transports Model
No. S32HM24, Kornylak Model No. 4G40, or equivalent, with the following
salient characteristics: four-wheel independent suspension; air
operated 7"S-Cam brakes or equivalent; the straddle carrier
semi-trailer shall be a special purpose type of materials handling
equipment. Semi-trailer shall have an unobstructed rear opening and
bottom opening, permitting the vehicle to straddle the payloads.
Carrying capacity shall be achieved by structural members having the
characteristics of a bridge truss surrounding the pallets or cargo.
When maneuvered by a truck-tractor, the straddle carrier semi-trailer
shall be capable of: 1) backing over a row of unitized cargo resting on
skid or 4"X4" timbers on the ground, 2) clamp and secure the row of
cargo with two side lift shoe rails, 3) lift the cargo from the ground
level to travel level, 4) securely lock the lift rail at travel
height. 5) transport the cargo safely between pickup and drop sites.
The straddle carrier semi-trailer shall consist of the following
systems and components: a. straddle carrier body; b. side lift shoe
rails; c. lift hydraulic systems, d. semi-trailer components. Lift
hydraulic control shall have the capability of being mounted on a
tractor dashboard and/or front seat. Established component and
vehicular ratings and capacities shall not be increased to meet the
requirement of the specification. Except as specified herein, the
semi-trailer, components, assemblies, and accessories shall be standard
or optional items which meet or exceed the requirements of this
specification. The automotive vehicles, components, assemblies, and
accessories are standard, optional, or modified commercial products,
and shall be construed as "commercial automotive products" complying
with all Federal Motor Vehicle Safety Standards applicable on the date
of manufacturer to non-military, non-export motor vehicle products,
except as specified herein. The curb weight (empty vehicle) shall
include the weight of the semi-trailer in operating condition with all
attachments, equipment, and accessories, except the power take-off and
other components intended for installation on the truck-tractor. The
rate Gross Vehicle Weight (GVW) shall include the curb weight and the
payload as specified, evenly distributed over the lift shoe rails.
Weight and Dimensions: Manufacturers rated GVW, minimum 52,000 lbs.;
cargo payload, minimum 34,000 lbs.; overall length, maximum 515 inches;
overall width, maximum 100 inches; overall width, maximum with wide
base single tires 102 inches; overll height maximum 144 inches; load
height 126 inches; load width 24 inches minimum, 62 inches maximum;
lift shoe height 0-24 inches; straddle carrier body: cargo volume
dimension limits: cargo length, minimum 408 inches; cargo height in
travel position at 12 inch road clearance, minimum 112 inches; cargo
width shall be compatible with cargo requirements; lift system:
vertical travel above ground level, minimum 24 inches; width of lift
shoe rail under cargo, minimum each side of 5 inches. Compatibility:
The semi-trailer shall be compatible for coupling, tower, maneuvering,
and spotting, and cargo lift and drop, under all conditions specified
herein, when coupled to commercial truck-tractor that are unmodified,
except for installation of the hydraulic lift system and floodlamp
circuit components. The semi-trailer shall be compatible with all
truck-tractor lower fifth wheels, both of the fore and aft rocking
types and of the universal fore and aft and side to side rocking types.
The semi-trailer upper fifth wheel shall couple with truck-tractor
lower fifth wheels ranging in height from a low of 45 inches through at
least 58 inches above level ground. The semi-trailer shall be
compatible with the items of cargo that hve gross payload weights at
and below the minimum payload. Cargo Compatibility: international
standard pallets 72 inch length, 48 inch width; military pallets 48
inch length, 40 inch width, 48 inch height; boxed cargo 144 inch
length, 58 inch width, 122 inch height; lumber, poles, beams, and pipe
assemblies, bolstered and secured 408 inch length, 58inch width, 122
inch height; forklift trucks bolstered and secured 50 inch width, 83
inch height. 17(vii). Date of delivery is no later than 90 calendar
days from date of contract award; Place of Delivery, inspection, and
acceptance is Tooele Army Depot, Building 503, Tooele, Utah 84074-5020,

Solicitation provision at FAR 52.212-1, Instructions to Offerors --
Commercial Items (OCT 95) is hereby incorported by reference!! 17(ix).
The Government will award a contract resulting from this solicitation
to the responsible offeror whose offer conforming to the solicitation
will be most advantageous representing the best value to the
Government price and other factors considered. The following factors
shall be used to evaluate offers: Evaluation will be based on (1) Past
Performance (see below). (2) Delivery Terms -- ability to meet
required delivery schedule and (3) Price. Factors are listed in their
relative order of importance. Past performance will be evaluated as
follows: Evaluation of past performance shall be based on information
provided by the offerors (see below) and any other information the
Government may obtain by following up on the information provided by
the offerors and/or through other sources (i.e. offerors performance on
previously awarded contracts and.or contracts with other Government
entities). The offerors must identify two Federal, state, or local
government and private contracts for which the offeror has supplies
similar products identified in this solicitation. References should
include the most recent contracts completed within the last five years.
The offeror shall provide a point of contact, current telephone numbers
and fax number for each contract. This list is due by the date
established for receipt of offers!! 17(x). Offerors are reminded to
include a completed copy of the provision at FAR 52.212-3, Offeror
Representations and Certifications -- Commercial Items, with its
