notice pursuant to FAR Part 5, but is a MARKET SURVEY to identify
sources with the capability to perform Primary Depot Maintenance (PDM);
Contractor Logistics Support (CLS) for the Joint Surveillance Target
Attack Radar (J-STARS) E-8A and E-8C Aircraft; CLS for Commercial Off
The Shelf (COTS) weapon system items Prime Mission Equipment (PME); and
CLS for Ground Support Systems (GSS) components that are common to the
aircraft and subsystems. The requirement may include from fourteen
(14) to nineteen (19) E-8C aircraft, one (1) in-flight trainer
(operational E-8A aircraft), one (1) aircraft maintenance trainer
(non-operational E-8C aircraft), 15-25 COTS PME Line Replaceable Units
(LRUs), and 3-8 GSS LRUs. The E-8 aircraft are refurbished Boeing
707-300 series aircraft equipped with TF33-102B engines. The
approximate dimensions of the aircraft are: 153 ft long, 43 ft high,
and 146 ft wing span. Airframe components consist of a mixture of
government and non-government (commercially) managed items as do PME
and GSS components. Contractor support includes but is not limited to
the following: 1.) Full maintenance at the depot level for the E-8C and
E-8A aircraft with limited maintenance at the field level for the E-8C
and full maintenance at field level for the E-8A aircraft; 2.) Spares
support primarily for non-government managed items with limited
support for government managed items. Contractor qualifications include
but are not limited to the following: 1.) Trained personnel, tooling,
equipment for the maintenance and logistics support for the aircraft;
2.) Facilities such as runways and hangers meeting the parameters
outlined in AFMCR 57-7; 3.) Access to a world-wide Federal Aviation
Administration certified logistics system; 4.) Ability to deploy
overseas field teams to support both peacetime and wartime taskings
including crash and battle damage repair; 5.) Ability to provide both
technical and engineering support for the program; 6.) Ability to
operate a Contractor Operated and Maintained Base Supply (COMBS); 7.)
Contractor must possess, as a minimum, a secret security clearance. A
formal solicitation does not exist at this time. This survey is to
determine the availability of potential sources pursuant to Federal
Acquisition Regulation (FAR) Part 10 and does not constitute an
Invitation for Bid or Request for Proposal and is not to be construed
as a commitment by the Government. The Government will not reimburse
contractors for any cost incurred for their participation in this
survey. This action is for the purpose of determining interested
sources who possess the capability to provide Depot Level Maintenance
and Contractor Logistics Support. Respondents to this notice will be
sent a 3x5" floppy disk containing a DRAFT Statement of Work (SOW) and
other documents to better define the requirement, and a Contractor
Capability Survey. The extent of foreign participation has not yet been
determined therefore the release of information to foreign sources will
be determined at time of request. Written requests should be mailed to

contain Company name, Address, Point of contact, CAGE Code, Phone
number, Size of business pursuant to Standard Industrial Classification
(SIC) Code 3721 (1,500 employees), and a statement of domestic or
foreign ownership. Foreign owned sources should indicate the country of
ownership. Large and small businesses are encouraged to participate in
this survey. All requests for information must be received no later
