The Space and Naval Warfare Systems Center San Diego (SSC-SD) intends to negotiate a firm fixed price, delivery order contract in accordance with FAR Part 12 for the following commercial off-the-shelf item: * ALL OPTICAL DEPLOYABLE SYSTEM (AODS) OPTICAL-MECHANICAL ARRAY CABLE 30 Km (minimum) for fabrication and test, to include the following specifications. Optic fiber shall be one buffered fiber, CS 1550 overbuffered to 165/250 micron (equivalent diameter SMF 28) or a 3M CS 96-4702 245 micron fiber. Attenuation dispersion shall be less than or equal to 1.5 dB/km @ 1550nm, and less than 2.7psec/(nm(sq).km) over the range 1525 nm. To 1575nm. Mode field diameter @ 1550 nm. shall be from 6.5 +/- 0.5 microns with the cladding diameter from 80 +/- 2.0 microns. The core to cladding offset shall be less than 1.0 microns. The cutoff wavelength shall be from 1420 +/- 50 nanometers. The fiber proof strength shall be 100 kpsi minimum. The cable weight shall be 2.1 lb/km in sea water (min.) or 5.1 lb/km dry weight(max.). Cable Diameter shall be .060 in. nominal. Diameter tolerances shall be +/- 0.003 in. Working strength shall be 45 pounds min. The strength values must be met during and after 5 years storage and 1 year in service. Minimum bend diameter shall be dynamic (one-time) diameter: 1 in. at a maximum 1 lb. Tension with one 360 degree wrap without plastic deformation of strength member, loss of mechanical strength, or change in optical loss. Static (coiling) diameter: 6 inches at 5 lb. Tension without permanent deformation, loss of mechanical strength, or change in optical loss. Strength member shall be 0.011 in. Music Wire, parallel lay configuration. Jacket material shall be nylon 12. Water block is none. Jacket material color shall be one of the following six colors: blue, orange, green, brown, slate, and white. The cables shall be delivered in equal lengths of each colored cable jacket. (e.g. 5 km of each color, 10 km of each color, etc.) The cables shall be delivered in 1 km and/or 2 km continuous span lengths. The cable shall be uniform and consistent and shall be free of kinks, abrasions, inclusions, cracks, voids, and damage. Operating Environment will be maximum 30 degrees C and minimum -3 degrees C. The maximum hydrostatic pressure shall be 3,000 psi. Storage environment will be maximum 85 degrees C and minimum -18 degrees C, with an average of 20 degrees C. Humidity will be 5%-95% continuous or intermittent. Storage life shall be 5 years min. on original shipping reels. Supplier facilities shall be capable of measuring and testing as required. Required tests and data will be spelled out in the solicitation document. It should be noted that cable testing to meet the listed specifications, outside of standard tests will be the responsibility of the contractor. There are no patent implications on the cable design. The solicitation document will contain further information. The solicitation document will be issued approximately on 14 November 1997.
