States Postal Service (USPS) has revised the pre-qualification
requirements for the Enhanced Street Performance System. The
communications requirement has been expanded to allow any wireless
service solution. In addition, corrections were made to deployment
quantities as reflected in Table 1-1 and in the text of the
pre-qualification request document. All changes to the previous
pre-qualification request document dated August 18, 1997 are shown in
bold type throughout the revised document. The USPS is seeking to
pre-qualify vendors for the Enhanced Street Peformance System. The USPS
objective is to enhance the ability of the delivery unit managers and
supervisors to effectively manage carrier operations. The Phase I
delivery requirement is for approximately 4000 vehicle-based systems at
approximately 160 delivery units. Optional Phase II deployment could
require as many as 80,000 vehicles at 4000 delivery units. Interested
companies should have experience in GPS location technology and
vehicle/route data collection systems. Companies seeking to bid on this
requirement should have capability of delivery and deploying
approximately 1200 vehicle-based systems per month starting in
June/July 1998, on a national scale. In addition, the company must be
capable of performing and/or supporting ESP system software
development, training, trouble- shooting, maintenance, and help desk
activities. Pre-qualification does not constitute a contract award. The
