Weapons Agency (DSWA) has a requirement for continued Public Outreach
Activities to provide information on the future Chemical Weapons
Destruction Facility (CWDF) in Shchuch'ye, Russia to the local populace
which were shown to be effective during the Public Hearings held in
Kurgan Oblast in Jul 97. The contractor will be required to maintain
local information center offices, publish literature for public
information, disseminate information through central and regional mass
media, perform epidemiological studies, provide educational public
meetings, conduct CW destruction related lectures in the Shchuch'ye
region, coordinate and conduct a visit by members of the local populace
and mass media to the Shchuch'ye stockpile, and coordinate and support
a visit by members of the local populace to Tooele, Utah. Successful
completion of these activities by 22 Mar 98 is vital to the Russian
Ministry of Defense receiving the preliminary land allocation for the
Shchuch'ye Chemical Weapons Destruction Facility. DSWA believes that
Bechtel National, Inc., the incumbent contractor currently providing
such support under DSWA contract DNA001-94-C-0083, is the only
responsible source having the resources and experience to accomplish
this work within the required timelines. Given the required schedule,
it would not be possible for another contractor to deploy a team to the
site, arrange for labor and materials, integrate with ongoing efforts
develop the necessary relationships and complete the project in the
available time to permit uninterrupted continuation of the overall CWDS
effort. DSWA intends to issue a sole source modification to the
contract. Any firm desiring consideration must fully identify their
capability to perform this effort. See Note 22 (substitute 15 day
