Systems Command (NAVAIR) intends to negotiate a contract with Ultra
Electronics of Cheltenham, England for the fiscal year 1998 procurement
of High Pressure Pure Air Generators (Hi-PPAG). The Hi-PPAG is designed
to be used on LAU-7 missile launchers to provide a continuous supply of
cooling air to the Sidewinder missile seeker head. In addition, NAVAIR
intends to contract Ultra Electronics to supply test sets for the
Hi-PPAG. Ultra Electronics owns the proprietary data rights to Hi-PPAG
and is the sole designer, developer, and sole manufacturer of the
Hi-PPAG. Ultra Electronics is the only known firm that is capable of
