U.S. Army Tank-automotive and Armaments Command is seeking offerors
able to supply Nuclear Soil Density Moisture Testers w/Accessories.
(Accessories include hammer, download cable assembly, tools, TMs,
transport case with padlock and all other tools necessary for
operation.) Transport case to conform to the applicable requirements of
DOT regulations in 49 CFR parts 170 through 189. All tools, accessories
and technical publications to fit into one transport case if possible.
Radioactive sources shall be encapsulated and sealed. Contractor will
also be required to dispose of the Army's present supply of MC-1
Nuclear Density Testers. Testers must meet the performance requirements
of ASTM Standards D2922, D2950, D3017 and Commercial Item Description
A-A-52316, dated 8 Dec 95. Tester shall operate in any ambient
temperature from 32 to 140 F., and on hot materials (asphalt) up to 345
F. NRC product safety certification is required. Contractor's Quality
Procedures must meet ASTM, DOT & NRC Standards. Inspection System shall
meet MIL-I-45308 or ANSI/ASQC Q92 (ISO 9002) or higher. Production
quantity is 47 each, with an option for up to 103 each, for a total of
150 units. Disposal requirements are 47 each, with an option for
disposal for up to 90 more, for a total of 137 disposal units. Small
Business Set-Aside RFP using commercial acquisition procedures (FAR
Part 12). Award will be made to offeror whose proposal is technically
acceptable, at lowest price. A firm-fixed price contract will be used.
FOB Origin for production quantity. Manuals, special tools, training
and other contractor logistics support will be required. The
solicitation and commercial item description will be available for
review on the Internet at the TACOM Acquisition Center Web Site by 24
Oct 97. As other parts of the solicitation become available, they will
