SOLICITATION FOR INFORMATION OR PLANNING PURPOSES (APR 1984) (a) The
Government does not intend to award a contract on the basis of this
solicitation or to otherwise pay for the information solicited except
as provided in subsection 31.205-18, Bid and proposal (B&P) costs, of
the Federal Acquisition Regulation. (b) This solicitation is issued for
the purpose of planning a re-procurement of the remaining portion of
the -42' NAVIGATION IMPROVEMENT, OAKLAND INNER AND OUTER HARBORS,
ALAMEDA AND SAN FRANCISCO COUNTIES, in the event that the current
contractor for the project does not or is unable to complete the
project. The current contractor is performing the contract as a debtor
in possession in Chapter 11 Bankruptcy and will submit its intention
to assume or reject the contract on November 13, 1997, as ordered by
the Bankruptcy Judge. A Confirmation Hearing of the Reorganization Plan
is scheduled for December 12, 1997, wherein the contractor may reject
the remainder of the -42' NAVIGATION IMPROVEMENT, OAKLAND INNER AND
OUTER HARBORS, ALAMEDA AND SAN FRANCISCO COUNTIES, CALIFORNIA. If such
a rejection should occur, the Government needs to be prepared to
quickly issue a solicitation. (c) The original project was previously
announced in the CBD on October 3, 1994, Solicitation No.
DACW07-94-B-0016. The portions of the project estimated to remain as of
November 13, 1997 are as follows: (1) 650,000 cubic yards of the Inner
Harbor, to be transported to the SF-DODS, approx. 50 nautical miles
beyond the Golden Gate Bridge; (2) 150,000 cubic yards of capping
material for the Galbraith Golf Course; (3) the removal of an existing
navy sewer line and the installation of a new 20" diameter sewer line
(pipe furnished by the Government) across the Inner Harbor; and (4)
dredging of remaining estimated 172,000 cubic yards from the Todd and
Schnitzer Wing areas of the Inner Harbor Turning Basin and concurrent
removal of an estimated 15,000 tons of structural debris, associated
with the remains of several docks and piers. The dredged material is to
be pumped to Galbraith Disposal Site and the Debris trucked to a
suitable, permitted upland site. (d) Plans and specifications for the
awarded contract are available for review at the Corps of Engineers San
Francisco District Office, Room 704, 333 Market Street, San Francisco,
California. Advance notice from those interested who wish to review

1. A list of equipment available to you that you determine necessary
to carry out the remaining work for each remaining segment listed in
paragraph (c) above, listed by each of the four remaining segments. 2.
The amount of time you would require to mobilize each piece of
equipment and the earliest possible date you could begin work on each
of the four remaining segments. 3. An estimated (rough order of
magnitude) cost for each of the remaining segments listed in paragraph
(c) above. 4. Submit the above 3 listed requirements to the attention
