AREA MANAGEMENT TRAINING AND TECHNICAL ASSISTANCE IN TANZANIA SOL

202-208-5106 The U. S. Department of the Interior is soliciting written
quotations for services to be provided by an individual who will work
with the Natural Resources Officer from the U. S. Agency for
International Development/Tanzania and high-level Tanzanian government
representatives and staff from Tanzania National Parks Authority and
the Tanzania Division of Wildlife. The period of performance shall
total 1600 hours. The following services shall be provided from date of
contract award through September 30, 1998, by an individual based in
Dar es Salaam, Tanzania: (NOTE: No moving costs or relocation costs
will be provided.) 1. Assist in launching overall program of technical
assistance to be provided by the U. S. Department of the Interior in
Tanzania. 2. Organize training activities and technical assistance in
wildlife law enforcement and protected area management according to
timetable to be set by the Contracting Officer's Technical
Representative (COTR). 3. Keep Tanzanian counterparts fully informed of
upcoming training and technical assistance activities. The contractor
must have fluency in Kiswahili. 4. Ensure that the training activities
and technical assistance are designed to meet needs identified by
Tanzanian counterparts. 5. Ensure that appropriate trainees are
selected for the training sessions. 6. Schedule training events. 7.
Identify and schedule time for training at training facilities
(rental/non-rental of space). 8. Track the deliveries of equipment and
training materials. 9. Oversee all in-country logistical arrangements
for the training and technical assistance sessions. 10. Coordinate all
necessary follow-up to the training and technical assistance sessions.
11. The contractor shall report to the designated COTR. 12. The
contractor will submit to the COTR monthly summaries of progress or
completion of activities; identification and explanation of significant
problems or delays related to achievement of objectives or activities,
and a brief summary of planned actions for the subsequent month. 13.
Monthly partial payments will be made upon receipt of proper invoices
and acceptance of services rendered. Evaluation Factors for Award:
Although primary consideration shall be given to the technical merits
of the quotation, price consideration will not be excluded. If two or
more quotes are approximately equal in technical ability, then price
may become paramount. The Government reserves the right to make an
award which best benefits the Government, technical merit, price and
other factors considered. 1. Describe qualifications and experience of
contractor detailing: Experience with natural resources management in
Tanzania; level of fluency in Kiswahili; and experience arranging
in-country logistics for training exercises in Tanzania (including
acquiring appropriate clearances, transport, and lodging for field
teams). 2. Provide at least two references with telephone numbers of
individuals who have knowledge of the contractor's experience in
providing similar services. All responsible sources must submit written
quotations consisting of a technical proposal, price quotation with
cost breakdown, and information addressing evaluation factors for
award. Quotations must be received in this office no later than October
24, 1997. Anticipated award date is October 28, 1997. The proposed
contract is 100% set aside for small business concerns. Telephone and
