report and owner's title guarantee (insurance) in accordance with the
following specifications numbered 1) through 11): 1) Provide 50-year
chain of title including leases, subleases, and mortgages of property
and coordinate with environmental engineer. 2) title examination and
issuance of a title commitment from a title company approved by the
Justice Department to issue a final policy on ALTA U.S. Policy --
9/28/91, as modified by the two modifications required under Title 39
U.S. Code 401 (1) (5) and 409 (d). 3) Information on past due and
current taxes with sufficient information for proration of current
year's taxes at closing. Disperse tax payments as required. 4) Furnish
names and addressees, as needed, of all taxing authorities and assist
in notifying them to remove the property purchased from the tax rolls.
5) Coordinate title search with surveyor as necessary. The Surveyor's
name will be provided on award of contract for these services. 6)
Furnish escrow services, if needed, including but not limited to
disbursement of funds to mortgagor, tax authorities, lien holders and
vendors. 7) Advance, on a reimbursable basis, the cost of recording
documents of conveyance and record instruments as required. 8) Provide
notary services as necessary. 9) Provide office for closing, if
necessary, and sign our closing agreement documents. 10) Provide copy
of vendor's closing statement after settlement, showing disbursement of
funds. 11) Issue final policy on ALTA U.S. Policy -- 9/28/91 as
modified. Further, the contractor shall furnish professional title
services to the Postal Service, as may be required from time to time,
specified in written orders ( hereinafter called " Work Orders"),
issued by the Postal Service, pursuant to the "Ordering" clause of any
subsequent contract. The contractor shall make available the necessary
personnel, facilities, and materials to perform the required services
through its own employees ( including joint venture employees) or
through the employees of subcontractors, and to provide the Postal
Service with accurate information, cogent reports, and clear cut
options. All work shall conform to applicable Postal Service standards
based on the work to be performed. At the discretion of the
Contracting Officer, multiple contracts may be awarded. The contract,
with a guaranteed minimum of $5,000.00 will be for two years, with
options for three one-year renewals. Each task order will be negotiated
as an individual project and task orders may not exceed $50,000.00. The
total contract cannot exceed $200,000.00 for each 12-month contract
period. The contract may be renewed for three one-year periods
providing that the total contract amount does not exceed $1,000,000.00.
Firms that have the qualifications to perform the previously described
services are invited to submit a resume that states experience in
performing the described work and any prior postal experience by
November 15, 1997, at 2:00 PM. All submittals will be reviewed and the
most qualified firms will be interviewed. Interested firms with more
than one office must indicate on their resume the staffing composition
of the office or offices in which the work will be performed.
Consideration will be given to firms responding to this advertisement
in accordance with instructions in the following order of preference:
A) Title experience B) Ability to service the specified geographical
area C) Knowledge and experience with Postal Service Real Estate
Policies and Procedures. There is no restriction on the geographical
