Scott/Pkwrs/[937]257-4872 Small business and 8(a) sources are sought to
operate the Air Force Material Command's Industrial Base Information
Center (IBIC) at Wright- Patterson AFB, OH. The tasks consist of (a)
providing human resources with the necessary training, skills and
experience level to fully maintain and fully operate an up-to-date,
efficient IBIC service; (b) performing program development and
integration including turnkey support; (c) providing computer system
and/or software development, maintenance, modification, interface,
training and/or operation; (d) accomplishing new technological studies
involving demand, supply, capacity, availability and/or vulnerability
analysis; (e) performing scientific and engineering support of
technical requirements involving establishment and expansion of defense
industrial capacities; (f) performing studies and analysis in areas of
manufacturing methods, product assurance, acquisition logistics
management, and Air Force Depot Repair Base Logistics; and (g)
performing other functionsin support of the IBIC. The Sic Code for this
effort is 8731 with a size of 1,000 people. The effort entails
approximately 40 man-years of effort over a five (5) year period and is
a follow-on effort to contract F33600-93-D0139. Interested sources
should respond with information showing demonstrated performance and/or
how they would perform the required tasks. Responses should indicate
the firm's size status and whether or not the respondent is a
participant in the 8(a) program. The responses should include (where
pertinent) contract numbers and points of contact. The successful
contractor shall provide expertise at the journeyman level to: Retrieve
and analyze tasks with very short response times, typically 4 to 8
hours, using comprehensive knowledge of the information sources
available through KR/DIALOG Information Services, as well as a strong
understanding of the capabilities of other systems, including DataStar,
NEXIS/LEXIS, S&P COMPUSTAT, Forecast International/DMS, STN, Dow Jones
Informational Retrieval, Orbit/Questel, the Internet/WWW, DTIC/DROLS
and numerous Federal/DoD/USAF produced databases, in order to monitor
status and changes of the U.S. industrial base, DoD weapon systems,
Defense Production Act, and Air Force programs. Be knowledgeable of
online and printed sources of business, financial, technical,
engineering and patent literature from a variety of commercial and
government information sources. Know forecasting models which give
industrial base planners insight into aerospace production and
financial trends. Be knowledgeable of current defense industrial base
problems and be capable of analyzing new technologies being developed
to support these problems in the defense industrial base. Provide
company analysis, including product information, financial health, and
relevant information of requested companies. Examples of the
technologies and information required include aerospace industry,
materials science, materials handling/machining, environmental
engineering and regulatory environment, financial analysis/accounting,
manufacturing technology, supplier development, "niche" markets, and
foreign competition. Be familiar with Local Area Network specifically
NT Client Server supporting MS-Exchange e-mail, scheduling, application
and file services and print servers. Network administration
knowledgeable on network cards, concentrators and ethernet switches and
routers. Be knowledgeable of distributive network administration
through an internet gateway. Be able to repair/replace parts on
equipment and make upgrades on standard PCs (IBM type) with CD drives,
microphones, cameras and leading edge technology be familiar with
operating systems, specialized applications (Access, Foxpro), MS Office
Applications, laptops and audio visual equipment. May be responsible
for WEB site development and maintenance consultant services. Operate
and maintain computerized Foxpro-language databases, management
information systems, and noncomputerized libraries. Conduct and perform
workload capability and capacity analysis on Air Force programs to
include repair base analysis of specific Air Logistics Centers
workloads along with private company capabilities and capacities
including company health and financial analysis. Prepare and distribute
publicity in support of the IBIC mission. Operate and maintain
voice-mail system. Responsible for program management of all the above
areas plus contract budget analysis and reporting, government
furnished property and purchase control. "DIRECT ALL REQUESTS FOR

for this acquisition. The only purpose of the Ombudsman is to receive
and communicate serious concerns from potential offerors when an
offeror prefers not to use established channels to communicate his/her
concern during the proposed development phase of this acquisition.
