618-229-9458 The Defense Information Contracting Organization is
acquiring the following. The contractor shall have full end-to-end
(i.e., service demarcation point to service demarcation point)
responsibility for the provision, engineering, furnishing,
installation, test, performance, and maintenance of facilities and
equipment necessary to provide the following. The primary communication
services requested are two asymmetrical dedicated (full-period) digital
transmission services between Thule Tracking Station (TTS) Thule,
Greenland; Onizuka Air Station (OAS), Sunnyvale, CA and Falcon Air
Force Base (FAFB), CO. These two asymmetrical services are comprised of
a total of five simplex cirucits. 1.544 Mbps communication services
requested are four separate 1.544 Mbps circuits between TTS and OAS,
FAFB, and Cheyenne Mountain Air Station, CO. One asymmetrical service
between TTS, OAS and FAFB is comprised of the following three simplex
circuits: One dedicated (full-period) simplex 6.144 Mbps digital
circuit transmitted/broadcast from TTS to OAS. One dedicated
(full-period) simplex 384 Kbps digital circuit transmitted from OAS to
TTS. One dedicated (full-period) simplex 384 Kbps digital circuit
transmitted from FAFB to TTS. One asymmetrical service between TTS and
OAS is comprised of the following two simplex circuits: One dedicated
(full-period) simplex 3.072 Mbps digital circuit transmitted from TTS
to OAS. One dedicated (full-period) simplex 384 Kbps digital circuit
transmitted from OAS to TTS. Diversity requirements are specified.
Diversity is defined as routing over geographically distinct paths such
that no single point failure on the primary communication service would
affect the availability of either of the 1.544 Mbps communication
services or vice versa. The contract period is: if awarded on a multi
year basis: three year base period with seven one year options to
extend or if awarded on an annual year basis: one year base with nine
one year options to extend. Thule Greenland has a short construction
period and severe weather conditions. Contractors will be given a two
