Grembocki, Contracting Officer, 301-344-0245 <DESC> The Agricultural Research Service, USDA, plans to enter into a contract negotiation for the Design of Western Human Nutrition Research Center at the University of California, Davis, California. The new laboratory/office facility will have approximately 41,000 square feet of space, which includes laboratories, clean room facilities, resident patient and examination rooms, dining and recreational facilities, metabolic kitchen, office space, conference room, and other support space. The design will take into consideration a future expansion to approximately 90,000 square feet. The design includes all the services necessary to form a fully functioning facility. The estimated cost of construction for the laboratory/office facility will be approximately $13 million. Evaluation of firms will be made on the following criteria, each element being of equal importance: A) Professional qualifications necessary for satisfactory performance of required services; B) Specialized experience and technical competence in the type of work required; C) Capacity to accomplish the work in the required time; D) past performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedule; E) Located within a 100 mile radius of Davis, California; F) Demonstrated success in prescribing the use of recovered materials and achieving waste reduction and energy efficiency in facility design. Any SF-254 and SF-255 Forms received after the exact time set for receipt will be handled in accordance with FAR Regulations, Paragraph 15.412. Firms meeting the requirements are invited to submit SF-254's and SF-255's under this Solicitation No. 8266-3K15-97 to the U.S. Department of Agriculture, ARS, FD, FCB, Room 623, 6303 Ivy Lane, Greenbelt, Maryland, 20770-1433, by 5:00p.m. EST, November 12, 1997.
