Architect-Engineering Indefinite Delivery/Indefinite Quantity contract
for Sheppard AFB TX. The ID/IQ contractor will provide completed
detailed designs, studies, and/or inspections for environmental
projects, maintenance, repair, alteration, and new construction
projects or any combination thereof. The primary services required for
these projects will be multi-disciplinary to include civil,
architectural, structural, mechanical, electrical, environmental,
community planning and interior design. Other engineering services
shall be furnished as required for proper project completion. Services
will be required for commercial, industrial, residential, medical, or
utility type facilities located on Sheppard AFB TX. The A-E firm shall
furnish all services, materials, supplies, and supervision required to
fully investigate and design each project. The contract starting date
will be approximately 15 Feb 98 for a 12-month period with two
one-year options to extend. The contract will have a guaranteed minimum
of $5,000 for each year and a maximum of $500,000 for each year.
Significant evaluation criteria listed in relative order of importance
are: (a) professional qualifications necessary for satisfactory
performance of required services; (b) specialized experience and
technical competence in the type of work required; (c) capacity to
accomplish the work in the required time; (d) past performance in terms
of cost control, quality of work, and compliance with performance
schedules; (e) location in the general geographical area of Wichita
Falls TX and knowledge of the locality of Wichita Falls TX, provided
that application of this criteria leaves an appropriate number of
qualified firms given the nature and size of the project; (f)
demonstrated success in prescribing the use of recovered materials and
achieving waste reduction and energy efficiency in the facility
design; (g) volume of work awarded by DOD during the previous 12
months; and (h) extent to which potential contractors identify and
commit to small business and to small disadvantaged business,
historically black colleges and universities, or minority institution
performance of the contract, whether as a joint venture, teaming
arrangement, or subcontractor. The initial project to be awarded will
be a survey of the Medical Readiness Area of Sheppard AFB. This
solicitation is issued for full and open competition. Firms that are
interested and meet the requirements description in this announcement
are invited to submit Standard Forms 254 and 255 (4 copies) to 82
