Specialist, (202) 874-2183. This synopsis solicitation was previously
issued on September 29, 1997. This amendment is being issued to 1)
extend the closing date, 2) make changes to specification, and 3)answer
questions submitted to prospective offerors. The proposal closing date
has been extended from September 29, 1997 to October 20, 1997. The
following changes have been made to the specifications: ADD: The
machine shall be capable of foil stamping and embossing sheets ranging
in thickness from 0.002 inches (0.051mm) to 0.020 inches (0.508mm).
The machine shall be capable of die cutting sheets ranging in thickness
from 0.002 inches (0.051mm) to 0.040 inches (1.016mm). Change FROM: The
machine shall have the capability of placing a die cut or perforation
anywhere wihtin a 23 inch by 19 inch (584mm by 508mm) area within the
sheet. TO: The machine shall have the capability of placing a die cut
or perforation anywhere within a 23 inch by 20 inch (584mm by 508mm)
are within the sheet. Change FROM: Form N-550 requires the
simultaneousfoil stamping and embossing of four devices of
approximately 3/4 inches by 3/4 inches (19mm by 19mm) in size and
placed on 12 inch (304mm) centers along the length of the sheet and
10.5 inch (267mm) centers across the width of the sheet. TO: Form N-550
requires the simultaneous foil stamping and embossing of four devices
of approximately 3/4 by 3/4 inches (19mm by 19mm) in size and placed on
9 1/2 inch (241mm) centers along the length of the sheet and 12 inch
(305mm) centers across the width of the sheet. QUESTIONS AND ANSWERS:
Question No. 1) Could you please identify the paper weight (caliper) of
documents to be foil stamped or die cut? Answer No. 1) The machine
shall be capable of foil stamping and embossing sheets ranging in
thickness from 0.002 inches (0.051mm) to 0.020 inches (0.408mm). The
machine shall be capable of die cutting sheets ranging in thickness
from 0.002 inches (0.051mm) to 0.040 inches (1.016mm). A drawing of
Form N-550 to be used during the BAT is available upon request. Please
contact Joan C. Waters at (202) 874-2183. Question No. 2) Can the
doorway entry into Room 422-A be enlarged to permit passage of a
machine unit 96" in height? If not, the machine can be disassembled
into smaller components but this world result in addtional costs both
at our factory and during installation. Answer No. 2) The preference of
the BEP is not to enlarge the doorway; the BEP would prefer that the
machine be broken down into components. Question No. 3) Would it be
possible to review the range of applications planned for the machine,
i.e., foil stamping layout drawings? This would guarantee that the
proper amount of any optional equipment could be included in the
package offer. Answer No. 3) No. The machine would be acceptable to BEP
by meeting the requirements as stated in the specifications and
description, as well as passing the BAT. Question No. 4) The BAT test
described in the RFP talks about a Form N-550. We can not determine if
the production speed requested can be done without seeing a completed
sheetof this form. The description as stated is not enough to make a
proper determination. The size of the sheet is not stated and the type
of product is missing as well. This information is critical in
determining if this particular job can be run at the speed requested.
The machine is capable of the speed but not all jobs can be run at
maximum speed. Answer No. 4) A copy of Form N-550 is availble upon
request. This form details size as well as paper thickness. The machine
shall be capable of performing at the rate of speed specified for the
BAT. Question No. 5) In reference to the delivery of the machine, the
RFP states that the machine destination is the BEP's Receiving
Facility. I can not find any information about the contractor providing
necessary equipment to remove machine from the truck or move the
machine from the Receiving Facility to final location for installation.
Answer No. 5) It is policy of the BEP that it will assume no
responsibility for equipment until it has successfully completed the
BAT. That means that the Contractor is responsible for providing any
riggings that needs to be accomplished. Delivery is completed upon
complete installation into the BEP Annex Room 422-A. Acceptance is
