Contracting Officer The procurement synopsis, titled STORM Target
System, issued 6 Oct 97 is hereby rescinded and replaced with the
following: The U.S. Army Space and Missile Defense Command (USASMDC)
intends to enter into a noncompetitive contract modification to
Contract DASG60-89-C-0091 for the acquisition of one (1) maneuvering
Theater Ballistic Missile (TBM) target system, together with all
attendant mission integration and flight test services. This target is
deemed essential in order to satisfy the continued requirements of a
USASMDC customer, the U.S. Air Force (USAF) Phillips Laboratory,
Missile Defense Technology (MTD) Program. The USAF MTD Program was
undertaken to demonstrate the accuracy and multipurpose effectiveness
of maneuvering reentry vehicles equipped with Differential Global
Positioning System (DGPS) position information, closely coupled with an
on-board inertial navigation system (INS). The target required by the
USAF will use active DGPS/INS control in order to conclusively
demonstrate the potentialfor vastly improved target accuracy.
Continuity of configuration for all MTD targets is considered by the
USAF to be a critical factor for assessing the demonstrated accuracy
and for comparing results across missions. The current STORM Target
System contract contains efforts for the design, development, and
fabrication of the specific Maneuvering Tactical Target Vehicle (MTTV)
selected for use to support the MTD program. Mission success prospects
for the planned target would be seriously degraded without use of the
proven capability and configuration of the STORM MTTV. In accordance
with Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii), Orbital
Sciences Corporation, under existing Contract DASG60-89-C-0091, has
been identified as the source of supply for the proposed target. This
notice of intent is not a request for competitive proposals; however,
responses received from all interested sources will be reviewed by the
government and given consideration as an alternate source. All
responses should be directed to SMDC-CM-CN/Dianne Trimble and must be
received within fifteen (15) days from the publication date of this
notice. A determination by the government not to compete this proposed
action based upon responses to this notice is solely within the
