89 -- 89 -- HOT FOODS PROGRAM FOR DECA'S HOME MEAL CENTERS SOL HOTFD1-7238-0001 POC Contract Specialist Patti Madore Booth (804) 734-9849 (Site Code HQCAAA) DeCA is performing market research to obtain industry input as to how best to incorporate a hot foods program into its home meal centers within the military commissaries. The initial startup action is estimated to include 31 stores located at major military installations CONUS-wide. Stores have an overall MONTHLY sales volume of NOT LESS THAN $3M. DeCA is looking for a turn-key operation with the vendor providing all decor, all equipment, food product and on-site labor. A sales/work area of not less than 150 sf with backup freeze & chill storage will be provided within the existing facilities. (Although seating areas will not be a part of the initial 31 stores, they are expected for new locations.) Up to 2000 sf maximum willbe provided for seating, operation and storage. These will be awarded under separate negotiation action. Stores are generally open for business 10-12 hrs, 6 or 7 days per week. contractor will be reimbursed for sales once the products are paid by the patron thru the DeCA register. Award of a multi-year contract is anticipated. Of paramount consideration is the ability to provide an effective, turn-key operation within the stores with the hot foods product at competitive prices to the patron. High assurance of an aggressive marketing program coupled with an advanced operating method is sought to support maximum sales and patron satisfaction at each store. Vendors are asked to provide a written response, NTE 10 pgs, to include proposed formats or methods of operation; anticipated price ranges; anticipated sales to price rations; estimated product lines/items, specific to the different quadrants of the country; anticipated needs from the government; background of the firm and its suppliers and any other information vendors feel would allow adequate understanding of their proposed operation(s).
