No telephone requests. Only written or faxed requests received directly from the requestor are acceptable. The draft Statement of Objectives (SOO) and other related Reprocurement Documentation e.g., Instructions to Offerors (ITO) and Evaluation Criteria (Section M), etc. will be made available. The Performance Specification will be provided separately to individual U S contractors only upon the submission of and receipt by the PCO of a Defense Logistics Services Center (DLSC) Certified DD Form 2345. This procurement will occur in two phases: a Design & Development (D&D) contract and a Production Option, each of which is planned to be let via a Firm Fixed Price contract. The D&D effort will design, develop and produce one replacement PIGA Test Station. Based on the design approved at the D&D Critical Design Review, the Production Option will be awarded and will produce all remaining units. Comments, constructive criticism or questions should be submitted to OO-ALC/LMKE, 6038 Aspen Avenue, Bldg. 1289SE, Hill AFB, UT 84056-5816, Attn.: Kent Wright, Contracting Officer. Responses, where applicable, will be used to clarify and improve the RFP before it is released in final form. Due to the remaining time period, a return response will not be provided to each individual comment or question. In addition, the Bidder's Library is also available to all qualified U.S. Contractors who have submitted a copy of their DLSC Form 2345 to the Librarian for the Replacement PIGA Test Station Program: Address, Ogden ALC/LMGD, 6031 Gum Lane, HAFB, UT 84056-5826. All appointments for access to the Bidder's Library will be made through the Librarian, Ms Lauri Downey, also at the above address and available at ( 801) 777-4715, FAX (801) 777-8374, e-mail at Downeyl@hillwpos.hill.af.mil. This Bidder's Library is at HAFB in building 1227 and will be open from 0800 until 1530 hours each working day during the 30 day period allotted for review of thedraft RFP. With the concurrence of the librarian, unless an alternative time period is separately negotiated, a certified bidder may remove data for proposal preparation/copying purposes for up to a 24 hour period only. The accuracy, availability, completeness and condition of all data identified for use or furnished in the Bidder's Library is provided on an "as is" basis. The Government makes no claims and or warranties whatsoever with respect to the accuracy, availability, completeness or condition of the aforementioned data.
