Services, representing and contracting for services to 53 State
Employment Security Agencies (SESA's) requires the services of an
information processing provider to support the Unemployment Insurance
(UI) Interstate Connection Network (ICON) and associated processes
which currently include: data links, front-end and mainframe
processors, software applications, and dedicated support staff. The
ICON hub provides "store and forward" capabilities supporting a common
processing environment and multiple communication protocols. Under the
statement of work the contractor will be tasked to supply a contractor
furnished equipment (CFE), "Services-Only" solution. The State of Utah
is not interested in, and discourages submission of, solutions
requiring large capital investment by the State. Contractor furnished
equipment facilities and services should be used to provide: 1) Network
Connectivity for 53 (SESA's); 2) On-line and batch reporting and
processing capabilities and facilities; 3) Permanent dedicated support
and development staff; and 4) Growth capabilities to accommodate
additional applications, processing systems, methodologies, and
physical sites. The incumbent contractor is Lockheed-Martin. The
solicitation will define the current system, and will indicate
estimated growth requirements and specify service and performance
requirements. Bidders will be expected to propose a processing and
networking solution which will meet or exceed all identified and
anticipated performance and growth parameters and which is
cost-effective and has a non-complex pricing strategy. This contract
will be for the period 05/01/98 to 04/30/99 with four one-year options.
It is anticipated that this solicitation will be released in October

must be included indicating relevant organizational capabilities with
a list of at least 3 recent customers for whom these types of services
were performed and a brief explanation of the specific services
