will issue Invitation for Bids for the construction of SATELLITE
CONTROL FACILITY AND TECHNICAL SUPPORT FACILITY, FALCON AFB, COLORADO.
Bids will be opened on or about 09 December 1997. This solicitation is
unrestricted and open to both large and small business participation.
Contractors interested in inspecting the site of the proposed work
should contact the Air Force Resident Engineer, U.S. Army Corps of
Engineers, Building 8110, U.S. Air Force Academy, CO 80840. Telephone
(719) 472-2973 FAX (719) 472-2979. The work will include the following:
(Approx. quantities) SATELLITE CONTROL FACILITY (New two-story building
with partial basement (basement -- 790 gross square meters (GSM), 1st
floor 1840 GSM, & 2nd floor -- 1790 GSM and elevated bridge connection
to existing Building 400) and TECHNICAL SUPPORT FACILITY (New
three-story building (1st floor -- 940 GSM, 2nd floor -- 904 GSM & 3rd
floor -- 980 GSM and elevated bridge connection to existing Building
300); Exterior walls (precast concrete tilt-up panels supported by
steel frame structure, steel studs with interior gypsum wall board w/
fiberglass batt insulation between studs); Roof System (concrete deck
with rigid insulation and 4-ply built-up roof) on steel deck supported
on steel girders; concrete slab-on-grade; Insulating glass in
thermally broken aluminum frame windows; Raised floor system on 1st and
2nd floors for Satellite Control Facility and portion of 1st floor for
Technical Support Facility; Elevators, hydraulic; automatic fire
protection sprinkler system; HVAC (constant air volume under floor and
overhead system, central station air handling units & direct digital
controllers); Fire detection and alarm system; Electrical wiring &
lighting; Lightning Protection System. SITEWORK incl: Concrete paving
for sidewalk and for replacement of concrete paving removed during
building construction; Asphalt Paving for parking lot expansion (325
new parking stalls) and replacement street paving removed during
building construction; water, sewer and electrical distribution service
lines; trees, shrubs, sodding, seeding and irrigation system. The
estimated construction cost of this project is between $15,000,000 and
$20,000,000. Contractor's Quality Control will be a requirement in
this contract. The Contractor will be required to commence work within
10 days after notice to proceed and complete the work 510 calendar
days after receipt of Notice to Proceed. Provisions will be included
for liquidated damages in case of failure to complete the work in the
time allowed. Performance and payment bonds will be required. The plans
and specifications are available on Compact Disk (CD-ROM) and will be
provided free of charge. It has been determined that the number of
Compact Disks be limited to one (1) per firm. Plans and Specifications
will not be provided in a printed hard copy format. Contractors may
