Army Medical Research Acquisition Activity anticipates awarding a contract for the services to provide the facilities, material, equipment and supplies to perform and report results of initial screening and confirmatory testing for Human Immunodeficiency Virus Type 1 (HIV-1) antibodies. The contractor must employ Food and Drug Administration (FDA) approved whole viral lysate HIV-1 antibody Enzyme-Linked Immunosorbant Assay (ELISA) screening test and a FDA approved confirmatory test using the Western Blot technique on serum specimens furnished by Military Entrance Processing Stations (MEPS). The contract shall be awarded with a base year (1 January 1998 -- 30 December 1998) with four option years. These services have been determined as commercial and shall be acquired utilizing the streamlined procedures in accordance with the Federal Acquisition Regulation Part 12. The contractor shall have all the required national, state and local certifications set forth under the Clinical Laboratory Improvement Amendments of 1988 and within the Statement of Work.
