Officer Rita D. Palmore This service project will be UNRESTRICTED. The
work includes labor and materials for the overhaul of Pressure Vessel
Assembly #3(PVA-3), overhaul of its supporting systems, and other
specific overhaul requirements to the hyperbaric facility at the Naval
Diving and Salvage Training Center. The work shall include furnishing
data to document compliance of the material, workmanship, and testing
to the specification requirements. The overhaul of PVA-3 and its
adjunctive systems shall consist of three phases: (a) Inspection and
Testing of existing systems and components, (b) Servicing of
components, (c) Final System Functional Testing. The Pressure Vessel
Assembly #3 and its supporting systems include the following: (1)
Pressure Chamber and Appurtenance System, (2) Fire Extinguishing
System, (3) Diving Water System, (4) Air Pressurization System, (5)
Built-in Breathing System, (6) Gas Farm, (7) Diver's Breathing System,
(8) Electrical System, and (9) Communications System. Additional NDSTC
Specific Overhaul Requirements to the hyperbaric facility include the
following: (1) Replacement of Obsolete Regulators, (2) Digitizing of
Hyperbaric Systems Manual, (3) Plexiglas Viewport Covers (for PVA's 1
and 3), (4) Installation of PVA's 1 and 3 Communications System, (5)
Electrical Penetrator Plate Replacement, (6) PVA-3 System Designation
Labels and Piping Color Coding, and (7) PVA-3 Digital Depth Pressure
Gauges. Hyperbaric facilities are life sensitive and must be designed
and overhauled by individuals with highly specialized training and
experience. Failure to adhere to the highest standards of metallurgy,
welding, and workmanship will create severe hazards to the personnel
working on or near these systems when they are pressurized. Failure to
meet the requirements may be cause for termination for default, and in
any event will be cause for the Government rejection of components. The
solicitation will be a Request for Proposals, whereby offerors will be
required to submit a technical proposal, a cost proposal, and past
performance information. Award shall be made to the responsible offeror
whose proposals, conforming to the solicitation, represent the best
value to the Government in terms of price, past performance, and other
non-price related factors. Response to the Request for Proposal will
be evaluated using price, past performance, and other non-price related
factors. The other non-price related factors include Technical
Approach, Personnel Capabilities, Corporate Qualifications
(Management), and Quality Assurance Program/Plan. The price and other
non-price related factors are of equal importance and past performance
is approximately half the importance of price and other non-price
related factors. The degree of risk to the Government, as related to
deficiencies, weaknesses, or strengths noted in the source selection
evaluation process will be considered when determining the best value
to the Government. The tentative dates for issuance of the Request for
Proposals, receipt of offers, and award of the prospective contract
are planned for 22 October 1997, 25 November 1998, and 6 April 1998,
respectively. Requests for the solicitation may be mailed to Naval

area are encouraged to pick up a copy of the solicitation at Bldg 218
(third floor) of the WNY between the hours of 0730 and 1500,
Monday-Friday. There will be no charge for these documents, however,
there will only be one set issued per contractor. Proposals should be
