sheri.simmons@ramstein.af.mil. The U.S. Air force requires operations
and maintenance (O&M) support for communications systems at manned and
unmanned sites in Germany and the United Kingdom (NORTHCOMM). The
NORTHCOMM requirements consist of systems control, wideband
maintenance, and power production. The O&M effort will require the
contractor to perform both scheduled and unscheduled maintenance of
equipment, and have the ability to deploy mobile maintenance teams.
Contractors will also be required to provide job control, planning and
scheduling, quality control, and material control support. The
security requirement for the offeror awarded the contract is U.S.
Secret. A 3-month phase-in period is projected beginning 01 Jul 98
(Germany), with basic contract performance in Germany beginning 01 Oct
98. The acquisition is anticipated to use negotiated request for
propoal procedures as specified in part 15 of the Federal Acquisition
Regulation, and applicable supplements thereto. It is estimated that
the formal Request for Proposal will be released mid November 1997. A
firm fixed price contract will be awarded to one responsible offeror,
with a satisfactory past performance, who submits a technically
acceptable, lowest cost proposal. A pre-proposal conference, site
visit, and access to the technical library is tentatively scheduled for
1 through 5 December 1997. The conference will include sites in both
countries. Please provide the company name, attendee's names, social
security numbers, security clearances, and passport numbers of any
individuals planning to attend the pre-proposal conference and/or the
site visit, to this office not later than 17 November 1997. Note: A
maximum of three (3) representatives per company are authorized to
attend the pre-proposal conference and site visit, and it is requested
that only U.S. citizens attend. All responsible sources may submit an
offer. No verbal request for the solicitation package will be
