CBD ON SEPT. 16 (CBD Cite: W-259 SN122919), IS HEREBY AMENDEDTO EXTEND
THE DEADLINE DATE FOR SUBMISSION OF PROPOSALS AND TO PROVIDE ANSWERS
TO QUESTIONS WHICH HAVE BEEN RAISED. THE FOLLOWING QUESTIONS WERE
SUBMITTED AND ANSWERS ARE PROVIDED HEREIN: QUESTION 1: With
approximately 120 hours of programming for 30 programs anticipated, on
which master format would these programs be received? ANSWER: Beta SP
(large mouth). QUESTION 2: What is the minimum, maximum, and average
length of each program? ANSWER: Average length of each program is 30
minutes. QUESTION 3: In addition to the voice talent and Agency
Producer, are there other personnel that we must accommodate such as
other government agency interpreters, observers, or technicians?
ANSWER: Generally, one room must accommodate the contractor technician,
the producer and a language director. Occasionally, there may be one or
two observers in this room. The recording booth must accommodate five
(5) voice talent. QUESTION 4: What is the delivery method and lead-time
schedule for source material? ANSWER: A proposed schedule of recording
for one month can be delivered one to two months in advance. A firm
schedule for the upcoming week can be delivered one week in advance.
Master tapes can be given to the contractor one week in advance.
QUESTION 5: Do existing Government regulations or specifications
require the US Information Agency to abide by a predetermined lead-time
for the orderly and timely delivery of source material? ANSWER: No.
QUESTION 6: With reference to Pre and Post Production Requirements
Number 2, what is the nature of the additional audio source? ANSWER:
Most of the time it will be either the mixed English track or music and
effects track. QUESTION 7: With reference to Pre and Post Production
Requirements Number 3, will there be audio required on channels 3 and
4 of the Betacam SP copies? ANSWER: No. QUESTION 8: With reference to
Pre and Post Production Requirements Number 4, what is the acceptable
back up format? ANSWER: A DAT copy of the unmixed foreign language
audio is sufficient. QUESTION 9: Which new fiscal year is being
contemplated for payment to be made if payment will be available, FY 98
or FY 99? ANSWER: FY 98. QUESTION 10: In light of the potential delay
in payment, or denial of payment because of lack of Government funds,
is there a specific Government regulation or rule that we should follow
and cite in our proposal if we choose to calculate and include the cost
of delayed payment in our offer? ANSWER: Contract will not be awarded
until funds are available. QUESTION 11: With reference to Note Item 2,
who has the authority to approve the as-needed eight hour and "ad hoc"
time? ANSWER: Approval by the Authorized Representative of the
Contracting Officer (AR/CO) would be needed to extend the work day
beyond the agreed upon period as well as requesting additional sessions
(time) from the contractor. QUESTION 12: Does there exist a Government
regulation or specification that addresses real-time or on-the-spot
obligation decisions like the one described in Question 11? ANSWER: No.
DEADLINE DATE FOR SUBMISSION OF QUESTIONS IS OCTOBER 1, 1997 AT 11:00
A.M., EASTERN TIME. DEADLINE DATE FOR SUBMISSION OF PROPOSALS HAS BEEN
EXTENDED. WRITTEN PROPOSALS ARE DUE AT THE U. S. INFORMATION AGENCY,
