services and materials to perform data reduction and analysis of the
Navy's Aviation, Maintenance and Material Management (3-M) Data System
and provide inputs into Navy simulation and analytical models for
Fleet representation of readiness/availability programs. Aviation
Resources to Readiness and Combat Sustainability (ARRCS) methodology is
utilized to analyze the interactions of Navy cost and data systems.
Major components of ARRCS such as Simulation Package for the Evaluation
by Computer Techniques of Readiness, Utilization, and Maintenance
(SPECTRUM), Resource Cost Aggregation Program (RECAP), Fleet Readiness
Simulation System (FRSS), and Naval Air Depot (NADEP) Simulation
Systems (NSS) will be utilized to maintain and improve readiness for
existing as well as future weapon systems. Services also include
readiness/cost benefit analysis and methodology development through the
evaluation of ECPs, LCP's, trend and correlation analysis, adaptability
of fleet readiness analysesto surface platform applications, and
survivability and vulnerability methodology development and analyses.
These services will support the Force Warfare Analysis, Modeling and
Simulation Division (FWASMD) of the Concepts, Analysis, Evaluation and
Planning (CAEP) Department of the Naval Air Warfare Center Aircraft
Division (NAWCAD) and will be performed at NAWCAD Patuxent River, MD.
The Standard Industrial Classification (SIC) Code is 8711 and the
procurement will be conducted as full and open competition. The period
of performance is for a base year plus four one year options. The
estimated level of effort required is 91,000 hours for each year of
