required to participate in an ongoing collaborative project with NASA,
the National Institute of Health, the University of Albany, and X-Ray
Optical Systems, Inc. to develop and use novel x-ray technology for
enhancing laboratory-based protein crystallography. A strategic part of
the project is to develop the capability to predictably and
controllably manufacture monolithic polycapillary X-ray optics. The
contractor will define the x-ray system requirements for use in protein
crystallography research; evaluate the performance of the system and
carry out selected crystal structure measurements; explore options and
limitations with respect to sample mounting and cooling, goniometer
configuration, detector resolution and collimation; develop software
and procedures for system use; and conduct theoretical and experimental
studies on the feasibility of monochromatic convergent beam methods and
application to protein crystallographic data acquisition. This
procurement is being conducted under the NASA MidRange Pilot Test
Program approved by the Office of Federal Procurement Policy. NASA/MSFC
intends to purchase the items from New Century Pharmaceuticals, Inc.,
895 Martin Road, Huntsville, AL 35812 since this company is the only
known source with the capabilities and experience required for this
project. See Numbered Note 26. Interested firms have 15 days from
publication on the NAIS (or Commerce Business Daily (CBD) if over
$500K) to submit their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after 15 days without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government not to compete
this proposed contract, on a full and open competitive basis, based
upon responses to this notice, is solely within the discretion of the
