COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 1,1997 PSA#1942CHANGES TO THE DOT/FAA, SOUTHWEST REGION'S QUALIFIED VENDOR LIST
Effective October 1, 1997, the Qualified Vendor List (QVL) for the
Southwest Region of the Federal Aviation Administration (FAA) will be
canceled. Cancellation of the existing QVL will allow the Southwest
Region of the FAA the opportunity to establish multiple QVL's. The
establishment of new specific service and construction QVL's will allow
the Logistics Division, Southwest Region, to better manage the QVL
program. The cancellation of the existing QVL and the establishment of
new specific service and construction QVL's are also necessary to
comply with new FAA Acquisition Management System (AMS) guidance which
became effective June 1, 1997. At the present time, the Southwest
Region is considering establishing QVL's for the following types of
service and construction requirements: Weather Observations, Janitorial
Services, and Construction Requirements. The broad category of
"construction requirements" will consist of multiple QVL's specific to
the actual type of construction project -- e.g.ATCT/TRACON, ARTCC,
PAPI, LLWAS, and ASR. (The proceeding construction examples are not an
all inclusive list.) All vendors currently on the Southwest Region's
QVL will automatically be placed on a temporary Prequalified Vendor
List (PVL). The process and procedures for the Southwest Region's
temporary PVL will be the same as those set forth in our Qualified
Vendor Applications announcement, dated January 23, 1997, on the
Internet. Applications for the PVL will be accepted until October 30,
1997. No telephone requests for applications will be accepted.
Applicants already being processed for the now canceled QVL, as well as
new applicants for the PVL, will be added to the PVL as they are
approved. After October 30, 1997, no applications will be accepted from
vendors until the new specific service or construction QVL is
established for that requirement. While vendors currently on the
canceled QVL, or the newly established PVL, will not be required to
reapply for a newly established specific QVL, they may beasked to
provide updated or additional information. Vendors can ask to be placed
on more than one QVL. Since the time frame to establish a specific QVL
will be unique, the establishment of QVL's will be announced
individually on the Internet. As a specific QVL is established vendors
who qualify for the specific QVL will be automatically transferred
from the PVL. We will announce the criteria that will be used to
evaluate vendors for each QVL, since it will vary depending on the
specific requirement for that QVL. At a minimum each screening
information request for a specific QVL will identify the criteria that
each vendor must meet to qualify for that QVL, information that a
vendor must submit for that QVL, selection process for vendors from
that QVL to compete for requirements, and the award process. As
specific QVL's are being developed, letters will be sent to all
appropriate vendors on the PVL identifying if any additional
information is needed. Additionally, all vendors will be notified if a
specific QVL is being established for their specific product or
service. As stated in the FAA AMS, "QVL's are appropriate when the
contracting officer or integrated product team can reasonably
anticipate recurring or repetitive requirements for the same or similar
supplies or services." Vendors who provide a service or product for
which no specific QVL is being established will be placed on the
Southwest Region's offerors mailing list. Notwithstanding the
establishment of any specific QVL, the Southwest Region reserves the
right to set aside requirements for Small Disadvantaged Businesses,
Small Businesses, etc..., in order to meet Department of Transportation
