AK. Commercial sources are sought to provide Telephone Switchboard
Operations in accordance with the following information: On 28 Jul 97
it was announced under the direction of the Department of
Defense/Department of the Air Force, that Telephone Switchboard
Operations at Elmendorf AFB, Alaska is to be the subject of an A-76
Cost Comparison Study. The Federal policy for the performance of
recurring commercial activities was established in the 1993 Office of
Management an d Budget (OMB) Circular A-76 "Performance of Commercial
Activities." The intent of the program is to determine the most
efficient and effective method of providing services. The study will
determine whether commercial activities should be performed under
contract or in-house with government personnel. The contractor shall
provide all personnel, equipment, tools, materials, vehicles,
supervision and other items and services necessary to perf! orm all
telephone switch! board tasks and functions. Teleph one operations
operates the telephone switchboard to provide command, control and
administrative telephone service for the 3rd Wing, including all active
duty, Air National Guard, Reserve, Department of Defense and
non-appropriated fund organizations at Elmendorf AFB, Alaska. Telephone
Operations is responsible for operating automatic or manual
administrative telephone exchanges, maintenance of the telephone
directory, answering customer compla ints and providing customer
education. Please note, this sysnopsis is for informational purposes
only and is not considered to be a commitment by the Government. The
Government does not intend to pay for any information or inquiry
submitted as a result of this synopsis. Respondents capable of
satisfying the requirements stated herein should respond in writing

responses to this synopsis, this procurement may be determined to be a
