The University of California, which operates the Los Alamos National Laboratory (LANL) under contract to the Department of Energy (DOE), wishes to establish licensing agreements with private industry for the purpose of developing and marketing a storage container package. The objective of these ventures is to pursue and develop business opportunities utilizing LANL and private industry capabilities and expertise. The University contemplates establishing a royalty-bearing commercial license with the selected partner for the intellectual property supporting the storage container package. The License Agreement will provide the selected partner the commercial rights to make, use, and sell the storage container package. The storage container package was developed for safe long-term (50-year) storage of plutonium. The package consists of two containers, one inside the other, with an inert atmosphere inside both containers. The containers are formed by deep drawing and are welded closed to form an airtight seal, as well as to provide protection against release of or tampering with the contents. Containers have been successfully manufactured in small lots. Pressure, drop, and crush testing to demonstrate that the containers meet the specifications of DOE-STD-3013-96 is scheduled for October 1997. The containers also indicate the buildup of internal pressure, which can be monitored by radiographic inspection. These storage container packages are expected to be used for storage of plutonium extracted from excess nuclear weapons removed from the government's stockpile. Other countries will need such containment in processing plutonium from weapons and reactors. Additional applications could include the protection of valuable contained materials for long storage periods. Interested organizations must possess existing capabilities in manufacturing, marketing and support services in the domestic marketplace. Any organization with interests in the above mentioned areas must respond with a statement of interest describingthe organization's technical expertise, manufacturing and marketing capabilities, a list of current and past work in this technical area including contact information, financial resources (e.g., annual report and/or corporate resume) and motivation for participating in this program. The statement of interest must be dated within 30 calendar days of the date of this notice. Further discussion will ensue after proprietary information agreements are executed. (0272)
