Waller, Contracting Officer (202) 307-1418 The purpose of this procurement is to provide technical assistance to the Bureau of Justice Assistance. A four year, incrementally funded Indefinite Delivery, Indefinite Quantity, with task orders issued on a Time and Material (TM) contract is anticipated, beginning, on/about February 1, 1998. The successful Contractor shall furnish all professional and technical personnel, clerical services, equipment, facilities, and materials to assist with the operation of peer review panels for competitive programs applications, which may lead to grant or cooperative agreements. The requirements include but are not limited to the following: (i) develop a consultant pool whose members have the relevant knowledge, skills, and abilities with respect to the criminal justice system; (ii) through the use of the consultant pool, provide peer review of all competitive grant applications, submitted by BJA; and (iii) manage the administrative and logistic services required by the contract. Proposal evaluation criteria will emphasize the technical approach. Cost will be secondary in importance.
