COMPARISON CIVIL ENGINEERING AND WL FACILITY MAINTENANCE 17. This is
not a notice of RFP issuance. The 88th Civil Engineer Group and
Wright-Laboratory anticipates a competitive acquisition for services to
provide for the operation and management of civil engineer functions at
Wright-Patterson Air Force Base. All sources capable of providing these
services are being sought. In addition to the information requested in
the paragraph below entitled "Capabilities Package" responding parties
must also indicate their size status in relation to the applicable
Standard Industrial Classification (SIC) code 8744. Businesses
including their affiliates with annual receipts of $20,000,000 or less
during the past 12 months are considered small. Sources with 8(a)
status or otherwise classified as small disadvantaged business should
state accordingly in their responses. This acquisition includes: 1)
88th Civil Engineer Group: services necessary to perform housing
management, furnituremanagement, dormitory operations, maintenance
engineering (recurring and non recurring work), operation, maintenance
and repair of water well systems, water treatment systems and heating
plants; electrical, heating, gas, water, and sewage distribution
systems; maintenance, repair, minor construction and indefinite
quantity items for: liquid fuels systems, airfield lighting, cathodic
protection, power generators, aircraft arresting systems, electronic
systems, alarms, pavements, airfield, entomology, grounds, HVAC
controls, heating, air conditioning, ventilation, carpentry, masonry,
painting, locksmith, sheet metal, welding, industrial equipment,
pipefitting, plumbing, hospital equipment, energy management control
systems, lead and asbestos abatement, and facility maintenance and
management functions for Wright-Laboratory. 2) Wright Laboratory:
facilities management functions within Wright-Laboratory include
functioning as Real Property Building Managers, facilities maintenance,
facilities modifications, tracking, repair and calibration of PME
(Precision Measurement Equipment) equipment, operation of equipment
(PME) pools for use within laboratory areas, tracking of preventative
maintenance and preventative maintenance inspections on equipment
within the research facilities and buildings, quality assurance
programs, equipment management data systems, test stand maintenance and
data acquisition. In addition, the contractor shall be required to act
as a focal point for items such as corrosion control, utilities
conservation, hazardous materials, key and lock control, parking lot
control and grounds maintenance. Contractor is required to provide all
management and labor for operation and management of the functions
listed. Capabilities Package: All interested firms should submit a
capabilities package that outlines the firm's experience and
capabilities in providing all of the above mentioned services. The
capabilities package should be brief and concise, yet clearly
demonstrate an ability to meet the stated requirements. The responses
must not exceed 30 single-spaced, 10-point typed pages. Interested

solicitations and Routine Communication concerning this Acquisition to
the Point of Contact in Item 11 above. An Ombudsman has been appointed
to address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government Personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals orin the source selection process. Interested
