International Development (USAID) contemplates issuing a Request for
Proposals (RFP) for a five (5) year (two years firm with three, one
year options) freight forwarding and booking services and shipments of
commodities/food donation assistance to least developed countries
contract in accordance with Titles II and III of Public Law 480 (P.L.
480). Under this award, USAID may also generate needs for cargoes
consisting of either bulk grains or packaged agricultural commodities
from such programs as, but not limited to, the Food for Progress Act of
1985 and Section 416(b) of the Agricultural Act of 1949, as amended.
USAID may also, in accordance with the transportation element of the
P.L. 480 -- Titles II and III, require services under this award which
provide emergency food shipments to least developed countries in the
form of bulk grains, and, processed packaged commodities to those least
developed countries beyond the regular programmed shipments being made
by the World Food Program and the Private Voluntary Agencies.
Additionally, USAID may, under this award, require assistance to
provide strategic and technical inputs for a five-year period (two
years firm with three, one year options)to assist least developed
countries in developing open market policies and positive investment
climates as defined under the Enterprise for the Americas Initiative.
USAID intends to make one (1), award from this RFP to whom the most
responsible firm/organization whose proposal offers the greatest value
to the Government. The RFP and instructions may be obtained at the

875-1519. The preferred method of distribution of USAID procurement
information is via the Internet or by request of an application on a

can be downloaded from the Agency web site. The Worldwide Web address

following screen, select "Download Available USAID Application." The
RFP can also be downloaded via Anonymous File Transfer Protocol (FTP).
