This solicitation consists of 23.97 kilometers of rehabilitation and paving. Project includes: construction survey/staking; schedules for construction; contractor sampling/testing; 38,000 metric ton hot asphalt concrete pavement; 700 metric ton minor hot asphalt concrete; 23.97 kilometer asphalt pavement milling; 110 metric ton asphalt tack coat; 3,030 meter concrete barrier; 20,650 meter Portland cement concrete curb; 560 meter 300 millimeter pipe; 220 meter 450 millimeter pipe; 200 meter 600 millimeter pipe; 600 meter underdrain; 3,060 meter asphalt waterways; 100 meter silt fence; 870 cu meter subexcavation; 900 cu meter ditch excavation; 120 meter remove/reset fence; 625 cu meter class-3 placed riprap; 1,600 hr flagger; 800 hr pilot car; 144,990 meter pavement markings; 25 slurry units seeding/mulching; and other smaller items of work. This project is located approximately 3 kilometers north of Boise, Idaho. Preliminary plans will be issued in early October 1997 with solicitation documents available in late winter 1998. Work shall be completed by September 30, 1998. Estimated price range is between $2,500,000 and $5,000,000. Presolicitation Notices are being provided to firms on this agency's mailing list concurrently with the publication of this synopsis. -- -- The following applies only to Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses.Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing.
