Department of Energy (DOE), Oakland Operations Office, intends to
negotiate, on a sole source basis, and enter into a new contractual
relationship with Boeing North America, Inc. (BNA) to provide for the
continuation and completion of the environmental restoration and
remediation of the Energy Technology Engineering Center (ETEC), located
within BNA's Santa Susana Field Laboratory (SSFL). This environmental
restoration and remediation work was originally performed by BNA
(formerly, Rockwell International, Inc.) under a Management and
Operating (M&O) contract, a form of contract particularly suited to
research and development work, at a time when the primary mission of
ETEC was to conduct nuclear energy research and development. A DOE
decision not to continue the M&O contract, along with the change of
mission at the site to one of environmental restoration and
remediation, necessitates negotiating a new prime contract with BNA
that includes terms and conditions more appropriate to the current
activities being conducted on the ETEC site. The new terms and
conditions need to accommodate a number of unique and special
conditions and issues that apply to the ETEC Site. Among these special
conditions are: 1) ETEC controls access to the ETEC site; 2) BNA and
DOE share joint liability for contamination at the ETEC site; 3) BNA
provides all of ETEC's infrastructure support and utility service
access; 4) the ongoing radiation and facility Decontamination and
Decommissioning (D&D) work; and 5) the fact that DOE's environmental
restoration and remediation work is subject to existing regulatory and
programmatic milestones. Because of these unique and special
circumstances present at the ETEC site, the contract will be negotiated
and awarded to BNA on a sole source basis. Moreover, because DOE and
BNA share joint liability for the cleanup of the ETEC site, DOE
anticipates that the environmental restoration work at the ETEC site
will be conducted under a cost-sharing arrangement with BNA. The
environmental restoration work will be conducted over nine years with
a five year base period and one four year option. BNA, as the prime
contractor, will be required to: 1) Complete the D&D of three
facilities with radioactive contamination (the hot cell and two space
nuclear reactor facilities) and initiate and complete the D&D of the
Radioactive Materials Handling Facility; 2) Complete the D&D of three
facilities with sodium contamination (the Large Leak Test Rig, the
Small Components Test Loop and the Liquid Metal Development Laboratory
#1) and initiate and complete the D&D of three additional facilities
(the Liquid Metal Development Laboratory #2, the Sodium Components Test
Installation and the Sodium Pump Test Facility); 3) Continue
groundwater cleanup of the ETEC site in conjunction with groundwater
cleanup effort for the SSFL; 4) Complete soil characterization and
cleanup; 5) Operate the Hazardous Waste Management Facility (HWMF) and
the Radioactive Materials Handling Facility (RMHF) in compliancewith
RCRA permitting requirements and the management of mixed waste streams
in accordance with the Site Treatment Plan mandated by the Federal
Facility Compliance Act (FFC Act); 6) Conduct landlord activities
including hazardous material removal, asbestos abatement, bulk sodium
removal, soil monitoring, groundwater monitoring, facilities
preparation and restoration or demolition, and facility and site
surveillance and maintenance activities; and 7) Provide infrastructure
support to the ETEC site (water discharge under the SSFL National
Pollutant Discharge Elimination System permit, road maintenance, water
and sewer services, electrical power, physical security, site access
control, fire protection and safety and health support). Businesses,
