C -- ARCHITECT-ENGINEERING SERVICES FOR FIELD INSPECTION, PERFORMANCE TESTING, AND RETROFIT AND REPLACEMENT DESIGN FOR FACILITY UTILITY PROTECTIVE SYSTEMS TO SUPPLEMENT CEHNC SUPPORT TO THE US ARMY SOL W31RYO-7255-6417 POC Contract Specialist, Tommie Savage (205) 895-1384 or Contracting Officer, Lynda Bonds (Site Code DACA87) Seek A-E services to perform field inspections and surveys, tests and reliability/ availability/ maintainability studies, develop requirements, prepare reports, plans and specifications, and cost estimates relating to utility, protective, and building systems at USAINSCOM installations. Projects involve CONUS and OCONUS locations. The proposed contract will be an indefinite delivery order contract for a one-year period with an option for two additional years. The cumulative contract value of this work shall not exceed $750,000 per year with individual delivery orders not exceeding $250,000. The Government minimum obligation under this contract is 2% ($15,000) of the base year. If an option year is exercised, the Government minimum for that period will be an additional 1% ($7,500) of the option year ceiling. Award is planned for February or March 1998. The work includes, but is not limited to, design work pertaining to maintenance, repair, construction, and upgrade of utility and protective systems and testing and balancing of electrical / mechanical systems at USAINSCOM installations worldwide. Utility systems such as electric power (on-site generators and associated auxiliary equipment and systems, power distribution equipment, uninterruptible power supplies and power conditioning equipment), communications services, heating, ventilating and air conditioning, water and sewer systems. Protective systems include fire, grounding, bonding and shielding, security, and TEMPEST systems. Building systems include building structures and interior space arrangements, interior electrical and communications systems, building mechanical and plumbing systems, supervisory control systems, and asbestos and other hazardous material abatement. SELECTION CRITERIA: See Note 24 for general A-E selection process. The selection criteria are listed below in descending order of importance (first by major criterion and then by each sub-criterion). 1 PROFESSIONAL CAPABILITIES: SUBFACTORS: (a) Expertise in the disciplines of architectural, structural, civil, mechanical, and electrical engineering. Minimum of 3 years experience with emphasis on experience relating to secure compartmented information facilities and data processing facilities. (b) Expertise in cost estimating, instrumentation, and fire protection (c) Work to be supervised by a registered professional engineer. 2 SPECIALIZED EXPERIENCE and TECHNICAL COMPETENCE IN TYPE OF WORK REQUIRED: SUBFACTORS: (a) Experience in design of retrofit and upgrade of existing systems as well as design of new systems and evaluation of existing mechanical and electrical systems, communications and computer support facilities, to include systems analysis, availability/ reliability/ maintainability analyses, and various levels of communications protection including R.F. shielding and TEMPEST. Military installation experience preferred. (b) Expertise and experience in asbestos inspection and abatement. EPA certification under AHERA is required. DD254 will be required. 3 CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME: Projects personnel, architect, electrical and mechanical as a minimum, that possess or are able to obtain by contract award date a top secret clearance and a current Special Background Investigation to permit access to Sensitive Compartmented Information. However, this contract does not require transporting and storing, or generation of classified material by the A-E.The ability to mobilize a crew quickly is important. The A-E must demonstrate the capability to execute a minimum of three typical task orders simultaneously, providing sufficient technical staff, management structure, planning and quality control. 4 PAST PERFORMANCE on CONTRACTS WITH GOVERNMENT AGENCIES AND PRIVATE INDUSTRY in TERMS OF COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH PERFORMANCE SCHEDULES: The proposed contract type is firm fixed-price indefinite delivery order, therefore cost control is not of prime importance in the evaluation of this contract. Firms with unsatisfactory or marginally unsatisfactory past performance evaluations (poor or below average) will receive a lower rating as appropriate. 5 LOCATION OF THE CONTRACTOR in THE GEOGRAPHIC REGION WHERE THE WORK WILL BE PERFORMED, PROVIDED THAT APPLICATION of THE CRITERION LEAVES an APPROPRIATE NUMBER OF QUALIFIED FIRMS: N/A 6 VOLUME of WORK AWARDED BY DOD DURING THE PREVIOUS 12 MONTHS: Equitable distribution of work among A-E firms, including small and disadvantaged business firms and firms that have not had prior DOD contracts will be a consideration of the Selection Board. This contract is not set-aside under either of these criteria, however, responding large business firms are urged to consider seriously the award of subcontractors to small disadvantaged and other small business firms. In determining the value of DOD awards over the past 12 months, award to overseas offices for projects outside the United States, its territories, and possessions, a subsidiary, if the subsidiary is not normally subject to management decisions, bookkeeping, and incorporated subsidiary that operates under a firm name different from the parent company will not be considered. Intererested firms are requested to state in Block 10 ofthe SF255 the value of all A-E contract awards to the firm, including modifications, by the DOD during the previous 12 months as of the date of this announcement. Responding firms are required to state in Block 10 of the SF255 response whether they are small, small-disadvantaged or women-owened business. The selection authorities will consider the corporate experience of the offerors including any proposed consultant, subcontractor, or joint venture firms. The relative order of importance of the factors and SUBFACTORS follow: Factors 1 and 2 above are most important and are listed in their descending order of importance. Factor 2 is significantly more important than Factors 3 and 4. Factor 6 is of least importance. Subfactors a, b and c under Factor 1 are not of equal importance. Subfactor a is more important than subfactors b and c. Subfactors a and b under Factor 2 are not of equal importance. Subfactor a is more important than subfactor b. All selection factors must be clearly addressed in the SF 255 response. SPECIAL INSTRUCTIONS ON SUBMITTAL LENGTH. The entire submittal package shall not exceed 130 pages, and blocks 7, 8, and 10 of the Standard Form 255 (SF255) shall not exceed 30,20, and 50 pages respectively; and Standard Form 254 (SF254) shall not exceed 20 pages. Any pages in excess of these limits will not be evaluated.
