C -- INDEFINITE DELIVERY CONTRACT #160 TO CONDUCT VALUE ENGINEERING STUDIES AND CLASSROOM INSTRUCTION PRIMARILY IN, NOT LIMITED TO, E NEW YORK DISTRICT GEOGRAPHICAL BOUNDARIES SOL CBAEEN-7260-0018 POC Willien Cunningham, Procurement Assistant 212-264-9123. Primary location of work: New York District geographic boundaries, though not restrictive from working with Corps Districts and/or other entities outside the District boundaries. The work to be performed under this contract includes value engineering studies and reports as well as classroom instruction of the Corps of Engineer's 40 hour workshop [or SAVE International's approved Module I workshop]. The primary focus of the work will be for Civil Works, Military, Hazardous, Toxic, and Radiological Waste [HTRW], Superfund, Operations & Maintenance, and Support For Others [SFO] projects. The performance of these value engineering studies, reports, and classroom instruction shall be accomplished by employees trained in the principles of Value Engineering, certified by either the Corps of Engineers or SAVE International to teach the respective workshop class, and those who have completed team studies using the Value Engineering methodology. Statement of services: The value engineering work included herein will consist of two items. The first is to use a diverse team to perform value engineering studies utilizing the value engineering methodology and proposing alternatives that provide life-cycle cost savings without sacrificing quality or function. The second item of work includes class room instruction in value engineering. The value engineering report generated shall contain, at a minimum, proposals for each item identified during the study as passing the analysis phase. In addition to paper copies of the report, one copy shall be provided on 3 1/2" disk formatted for acceptance and added to the Corps of Engineers VE database system. Specifically, the Architect/Engineer firm shall perform the following: (A) Establish value engineering task teams for each study as directed by delivery order. Value engineering task teams will be composed of a Value Engineering team leader and an appropriate combination of engineers and other staff with demonstrated knowledge in the following disciplines and/or functions, Civil Engineer, Mechanical Engineer, Electrical Engineer, Structural Engineer, Sanitary Engineer, Communications Engineer, Geotechnical Engineer, Environmental Engineer, Hydrologist, Hydrogeologist, Geologist, Biologist, Marine Biologist, Botonist, Architect, Cost Estimator, Human Health Risk Assessor, Ecological Risk Assessor, Toxicologist, Health Physicist, Industrial Hygienist, Radiation Survey Technician, Metalurgist, Dredging, Navigation, CAD operator, and Secretary [office support]. Individuals on each team should be senior level staff in their respective field, preferably with a minimum of five years experience. A Value Engineering team, as a minimum, will consist of three members including the Value Engineer team leader. The New York District Value Engineering Officer shall be included as a team member on all studies performed, though will not be counted towards the minimum number of team members. (B) These services will be provided under an Indefinite Delivery Contract . Delivery Orders may be issued for a period of one year from the date of contract award. This contract will include two optional years under the same terms and conditions as the basic contract. The cumulative amount of all delivery orders for this contract shall exceed $750,000 per year. Each Delivery Order shall not exceed $150,000. The Government's obligation to guarantee a minimum amount or payment will apply to both the first and each optional years. The first year minimum guarantee is $15,000 and each optional year minimum guarantee is $7,500. (C) The Value Engineer team leader is preferred to be certified by SAVE International as a Value Specialist as well as a licensed professional engineer or architect. At a minimum, the team leader must have completed the 40 hour workshop approved by the Corps of Engineers or SAVE International or equivalent as approved by the Contracting Officer. The classroom instructor must be recognized by either the Corps of Engineers or SAVE International as certified to teach the 40 hour PROSPECT workshop class or the Module I workshop class. Copy of current certification documents will be required. Team members should have experience under the leadership of a value engineer meeting the above requirements. The closing date for submission of SF 255 is thirty (30) calendar days after the advertising date of this CBD announcement. If this date falls on a Saturday, Sunday, or a Holiday, the closing date will be on the next business day. Firms should submit their qualifications on 11-92 version of SF 255 and SF 254. SF 254 should reflect the overall firm's capacity, whereas SF 255 should reflect only the personnel dedicated to the specific project referenced in the submittal. If subconsultants are to be utilized, a SF 254 must be submitted for each subconsultant. These guidelines should be closely followed, since they constitute procedural protocol in the manner in which the selection progress is conducted. Evaluation factor in descending order of importance: (A) Professional qualifications necessary for satisfactoryperformance of required services. (B) Specialized experience and technical competence in the type of work required. (C) The capacity of the firm to accomplish the work in the required time. (D) Past performance on contracts with government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. (E) Location in the primary geographical area of the project and knowledge of the locality of the project, provided that application of this criterion leaves an appropriate of qualified firms, given the nature and size of the project. (F) Extent of participation of small businesses, small disadvantaged businesses, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the total estimated effort. (G) Volume of work previously awarded to the firm by the Department of Defense (DoD), with the object effecting an equitable distribution among qualified A/E firms, including small and small disadvantaged businesses firms and firms that have not had prior DoD contracts. Start date: April 1998. Completion: April 1999. All interested large firms are reminded that the successful firm will be expected to place subcontracts to the maximum practical extent with small and small disadvantaged firms in accord with Public Law (PL) 95-507. If a large business firm is selected, a small business subcontracting plan will be required prior to award. Firms which have not previously applied for New York District projects and firms who do not have a current SF 254 on file with the New York District should submit two (2) copies of the SF 254 with the initial response to the CBD announcement. Firms using subconsultants should submit two (2) copies of the SF 254 for each subconsultant.
